Project Background

The Indo-German bilateral project ‘Water Security and Climate Adaptation in Rural India -II (WASCA-II)’, commissioned by German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ, works with the Ministry of Rural Development and National Water Mission (Ministry of Jal Shakti), Government of India. The project objective is “To converge with the Government programs and missions for Rural Development, especially with Mahatma Gandhi NREGA, Catch the Rain programmes etc., thus increasingly contributing to water security while taking climate change into account”.

The WASCA 2.0 project proposes to focus on development of models in consideration of sustainable natural resource management and productivity enhancement in each of the 15 agro-climatic zones, as these are the foundational characteristic that determines how Natural Resource Management (NRM) and water are linked to livelihoods. These demonstrated approaches and models will open the path to scale up across the country with due consideration of location specific characteristics. All 15 agro-climatic zones, whereby 17 states will be covered for demonstration. In each agroclimatic zone two districts from the concerned states will be selected for demonstration pertaining to planning, implementation, and institutionalization of Composite Water Resource Management (CWRM) approach for harmonizing land, water, vegetation interactions in context of climate adaptation requirements. 

Responsibilities

  • Advisor will work in close coordination of partner ministry, Ministry of Jal Shakti (MoJS), Government of India, New Delhi. He will be positioned in DoWR/DWS of MoJS, GoI, New Delhi.
  • Advisor will represent project and day-to-day liaison in MoJS for smooth functioning of the project and ensuring necessary advice, direction, and support in project states.
  • Advisor will have thematic responsibility for coordinating water security plan preparation & implementation using modern scientific tools (digital & geo-informatic tools), climate resilience solutions & capacity development through MoJS’ at national level to support other team members and project states/location.
  • Represent project in partner ministry, Ministry of Jal Shakti (MoJS), Government of India.
  • Nodal person of project for day-to-day liaison in MoJS for smooth functioning of the project.

Core Scope of Tasks

  • Core Tasks
  • Coordination for ensuring necessary advice, direction, and support in project states at implementation level.
  • Providing technical input and policy advice to the GIZ team on policy measures, planning and implementation of ‘water security plans using geo-informatic tools, climate resilience solutions & capacity development’ related activities at states and national level.     
  • Coordinate mainstreaming process of water security plans using geo-informatic tools; digital solution developed/demonstrated under project in partner ministries.    
  • Coordinate capacity development process anchored by partner ministries at national level.
  • Support team and project manager for mainstreaming states level learning & best practices under the projects at national level (bilateral partner ministries) and in other technical matters.
  • Support project management including procurement, consultancies etc. at national level, as well as managing reporting of consultants and technical partners for ‘ improving water security planning, digital solution & capacity development’ related areas. 
  • Support in designing capacity development strategy, tools, and modules for project implementation.
  • Support in designing and organising technical workshops at national level particularly with partner ministries.
  • Support in conducting national steering committee meeting, drafting and approval of   proceeding/minutes of meeting. 
  • Carrying out additional tasks relevant to the project/programme which may not be explicitly mentioned in the job description.

Other duties/additional tasks:

Advisory support

  • Technical input for operational planning and policy advocacy in the states and national level.
  • Support in conducting technical review, and quality assurance of project deliverables, especially partner ministries.
  • Coordinate stakeholder consultations, workshops and conferences with bi-lateral partner Ministries and national level.

Capacity Development support

  • Support in design materials and tools for capacity development of different stakeholders on water, NRM, climate and livelihood related topics.
  • Support in designing, coordination, and implementation of capacity development programme at states, and national level.
  • Include innovative and digital approaches while designing capacity building initiatives.
  • Coordinate delivering of capacity development measures at national level.

Networking and cooperation

  • Coordinate with bi-lateral partners and other important stakeholders regularly for smooth roll out of project at states and national level.
  • Networking through partner ministry (MoJS) with project partner states to replicate project’s learning in additional locations in coordination of partner ministries.
  • Help to promote the overall GIZ current and future portfolio on environment, climate change, agroecology, and natural resource management in the states through leveraging partner ministry.
  • Support knowledge management and communication activities of the project. 

Required Qualifications, Experience and Competencies

  • Master’s degree in the areas of Applied Science/ environment management/ water resources management, climate change, etc.
  • At least 10 years’ professional experience in a comparable position of which at least 3 years in water resource management, climate resilience solutions and livelihood related topics with ministerial level and multiple stakeholders’ engagement. 
  • Demonstrable working experience on policy level for water resource management and climate resilience solutions specially for rural areas of India through Leveraging public programme like Jal Jeevan Mission, “Jal Shakti Abhiyan: Catch the Rain” (JSA: CTR), Atal Bhujal Yojana, Mahatma Gandhi NREGS, PMKSY, etc. 
  • Work experience with the Government at State and national level is highly preferred. 
  • Work experience in bilateral or multilateral cooperation projects is an advantage.
  • Ability to adapt quickly and proactively to changing conditions.
  • Ability to take responsibility, set priorities and make result-oriented decisions.
  • Ability to work in and across teams.
  • Excellent inter-personal, communication, networking and negotiating skills.
  • Ability and willingness to travel to different states.
  • Good presentation and negotiation skills.
  • Excellent command of English and Hindi languages is essential.
  • Good digital skills.
