Work Unit
The Permits Section exists to develop, review, and issue discharge permit actions (new, renewal, modification, termination) for discharges of pollutants from point sources to waters of the state. These activities are mandated by the Colorado Water Quality Act. In addition, the Section participates in the development of statutes, regulations and policies related to the issuance and implementation of such activities. The work of the Permits Section is distributed across multiple work units. This position resides in one of the work units included in the Permits Section. The Industrial and Natural Resources Extraction Permits Unit exists to complete work assigned to the Unit. Currently assigned work includes; individual industrial permits for process water/mine water dischargers to surface water (with the exception of SIC 20- Food and Kindred), and the following general permits; coal mining (COG850000), oil and gas (COG840000), sand and gravel (COG500000), and stormwater discharges associated with all mining (extractive) activity. For the assigned permits the following types of permit actions are assigned to the unit: new, renewal, modifications, and terminations/evaluations of perpetual discharges. Additional core work assigned to the unit includes the implementation of the Federal 316(b) rule. The unit also provides support to work assigned outside the unit on an as needed basis (e.g., regulatory guidance, enforcement actions, TMDL development). Unit staff provide general public assistance responding to inquiries and providing information for work planning and reporting for the permits assigned to the work unit.
About the position
This position exists to develop water quality discharge permit actions, including certifications to discharge under the statewide master general permits assigned to the unit. Specifically, this permit writer position will evaluate and interpret water quality and stream flow data, state and federal statutes, regulations, and policies to determine water quality and technology based requirements for point source discharges, including storm water discharges for the mining sector. Most evaluations include hydrologic modeling. Examples of the type of determinations made include the following: the need to apply for permit coverage, applicable water quality standards and TMDL waste load allocation calculated for a discharge, calculation of stream low flow conditions, calculation of water quality based effluent limitations (WQBELs) based on available dilution, including lake mixing zones. Further evaluations include applying appropriate technology based effluent limitations, determining whether the discharge is eligible for coverage under a general permit, assigning potential pollutants of concern for specific industries, conducting reasonable potential analysis (qualitative versus quantitative) to support applied permit limits, monitoring and reporting requirements applied to the discharge. The permit writer will run water quality data reports for pollutant stream data from various websites (e.g., USGS, EQUIS, DWR, ICIS), compile data from multiple sources into an excel template (the permit builder tool), qualitatively evaluate data sets for completeness and representativeness. (e.g. time period, pollutants, source and level of precision (detection and/or quantification limit, laboratory dilution series and matrix interference)), analyze and evaluate data for water quality trends and appropriate statistics, facilitate solicitation of public input on assigned permits, including receiving and organizing comments, reviewing, evaluating, and responding to public comments, and determining whether and to what extent the associated draft permit action should be revised. The position may also provide expert testimony in administrative court, to defend requirements based on factual information associated with the permit determination. Minimum Qualifications
(Option 1)
Five (5) years of water quality analysis or hydrology modeling experience.
(Option 2)
Graduation from an accredited college or university with a bachelor’s degree in environmental science-hydrology, environmental engineering, hydrology, watershed science or closely related field.
AND
One year of groundwater or surface water quality evaluations or stream hydrology related experience.
(Option 3)
A graduate degree in environmental science – hydrology, environmental engineering, hydrology, watershed science or closely-related field will substitute for the bachelor’s degree and one year of experience.

Preferred Qualifications and Essential Competencies
- Applied knowledge of stream hydrology, including Surface Water Flow Modeling, and use of flow modeling software.
- Demonstrated ability to interpret, analyze, and summarize water quality trends and/or surface water flow quantitatively (using data).
- Experience applying numeric water quality requirements related to industrial and/or domestic wastewater treatment facilities.
- Knowledge using or interpreting State or Federal Permit Regulations and/or experience implementing the Clean Water Act and/or the Colorado Water Quality Control Act.
- Knowledge of storm water flows and/or contaminant characteristics from mining sites.
- A strong knowledge of Excel software and applications.
- Demonstrated experience manipulating large water quality or quantity datasets.
- Self accountable and a high level of initiative for high-quality and timely results.
- Ability to pay close attention to detail when completing work tasks, including calculations, and data sets.
- Excellent communication skills.
- Ability to adapt quickly to change and easily consider new approaches.
- Ability to foster an inclusive workplace where diversity and individual differences are valued.
