The Position
With 1.4 million customers, over 1,900 employees, a $2.7 billion biannual budget and $3 billion debt portfolio, the East Bay Municipal Utility District (EBMUD) is one of the largest water and wastewater utilities in California. EBMUD is a recognized leader in water supply planning, capital planning, and financial management, pioneering programs that support water and energy conservation, affordability and development in a fair and equitable manner.

Reporting to the Treasury Manager in the Finance Department, the Principal Management Analyst (PMA) will be the lead manager and analyst on all rate setting and cost of service activities at EBMUD. This includes managing rate studies, performing complex financial analyses, and communicating results internally and externally. The PMA will also be responsible for supporting other members of the Treasury Division with cash flow analysis, management of EBMUD’s outstanding debt portfolio, and managing EBMUD’s investment activities as requested.

More specifically, the PMA will be responsible for the following activities:

• Acting as the lead analyst and internal expert for cost of service and rate studies for EBMUD’s water and wastewater enterprises, working in consultation with outside financial and legal advisors.

• Participating in all aspects of the rate setting process for customer rates, connection fees, non-customer fees, and the EBMUD’s affordability programs.

• Maintaining and updating EBMUD’s complex financial modeling tools for major rate setting efforts and ad hoc financial forecasts as requested.

• Managing the development of EBMUD’s long range financial plans.

• Researching changes in industry trends, government codes and legal analyses in support of the annual and biannual updates to rates and charges.

• Coordinating across Treasury, Finance, Accounting and non-Finance departments throughout the organization to understand operational and financial needs.

• Preparing reports and schedules to comply with regulatory requirements and contractual obligations.

• Assisting with the management of EBMUD’s cash flow and investment activities as requested.

• Participating with other members of the Treasury and Finance teams in the debt issuance process.

• Assisting with other finance department activities as requested.

The ideal candidate will have the following skills and experience:

• Experience with cost-of-service analysis and utility rate setting.

• Prior work experience in utility rates and charges, cash flow management, municipal debt management, and/or other local government financial planning and analysis.

• Experience developing and maintaining highly complex financial spreadsheets in Microsoft Excel.

• Demonstration of a strong work ethic, enthusiasm for the job, excitement for learning, attention to detail and sound judgment.

• Interest in the public sector, the utility industry, and EBMUD’s mission as a major non-profit governmental water and wastewater provider in the San Francisco Bay Area.

• Very strong analytical and quantitative modeling skills.

• Experience working with querying databases and working with large datasets.

• Ability to effectively communicate complex financial information to non-technical audiences.

• Bachelor’s and/or Master’s degree in public policy, public administration, economics, finance, engineering, business, or other relevant fields.

• Senior-level professional experience in public utility rate setting, public finance, or investment management.

The annual salary is $130,668 up to $188,712. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($168,872 per year).

1. Bachelor’s degree* in business or public administration, economics, finance, or a closely related field.

2. Five years of progressively responsible professional experience in public finance.**

The Selection Process
1. Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, April 14, 2023. Only application materials submitted online during the filing period will be accepted.

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview scheduled for late April or early May.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
