The French National Research Institute for Agriculture, Food, and the Environment (INRAE) is a public research establishment under the dual authority of the Ministry of Agriculture and the Ministry of Research. It is a community of 12,000 people with more than 200 research units and 42 experimental units located throughout France.
The institute is among the world leaders in agricultural and food sciences, in plant and animal sciences, and is 11th in the world in ecology and environment. INRAE’s main goal is to be a key player in the transitions necessary to address major global challenges. In the face of the increase in population, climate change, scarcity of resources and decline in biodiversity, the institute develops solutions for multiperformance agriculture, high quality food and sustainable management of resources and ecosystems.
Work environment, missions and activities
Nature and purpose of the research project to be developed and related activities :
A central aspect of the efficacy of agricultural and environmental policies is the possibility for stakeholders to continue their activities within a jurisdiction not covered by the policy in question. The project consists in quantifying the leakage effects of agricultural and environmental policies and studying the means of reducing them. The analytical framework of tax competition between jurisdictions, as well as tax avoidance strategies used by companies, is a relevant starting point to contemplate the quantification of the leakage effects resulting from environmental policies and pollution havens echoing tax havens. However, there is no natural metric – in contrast to tax revenues lost or displaced – to quantify the environmental or health externalities of a policy. Indeed, a leakage effect must compare the significance of the initial pollution with that of the counterfactual pollution resulting from a production process in a distinct context with potentially different technology. Consequently, the aim is to develop a new theoretical framework serving as a basis for the quantification of environmental, health, and agricultural policies on a European scale that will not be immune to leakage effects. It will notably seek to quantify the impact of European Union directives and environmental objectives.
The theme proposed is by nature international, with a debate on the European Green Deal and its farm-to-fork strategy. For its promoters, it is vital to bring the European agri-food system within the planetary limits but others are accusing it of leading the world towards increased food insecurity. This project will lead to international collaborations in research and expertise drawing on the collaborations of PSE with the FAO and the World Bank. It could be the basis for the construction of a Horizon Europe or even an ERC project, depending on the profile of the junior professor.
Nature and purpose of the teaching project :
The junior professor will be called upon to teach international economics, international trade theories, as well as empirical methods of organizational economics in an international context. These lessons will be part of the Master’s in Analysis and Economic Policies (EHESS-ENPC-ENS-University Paris 1 Panthéon-Sorbonne), as well as Public Policy and Development (EHESS-ENS), which provide the unit with excellent PhD students. These lessons will be in English for an audience of which more than half are foreign students. The junior professor will also participate in the doctoral programme of Paris School of Economics. He or she may be called upon to do more applied teaching for the Master’s of Science in Sustainable Impact Analysis (ENPC – Ecole d’Economie de Paris) and participate in the summer school organized each year by Paris School of Economics that attracts advanced students from all over the world.

Training and skills
PhD or equivalent
Holder of a PhD in economics, the candidate must have sound theoretical and applied skills to target general journals (Econometrica, American Economic Review, Journal of the European Economic Association, etc.) or specialized journals (Journal of International Economics, Journal of Environmental and Economic Management, American Journal of Agricultural Economics, etc.) Ultimately, it will also concern contributing to interdisciplinary papers to adapt this theme to journals such as Frontiers in Sustainability, Science, or Nature.
The candidate must also demonstrate the ability to manage joint research projects, supervise doctoral students, and teach.

Type of contract
Tenure-Track Junior Professor Chair is a new career route at INRAE. It enables the recruitment of scientists based on a research and teaching project that lasts three years. At the end of this period, and following an assessment of your scientific achievements and professional capabilities, you may obtain a full-tenure position as Research Director (DR2).
A research and teaching agreement will specify the path you will follow towards full-tenure and enable you to acquire the qualifications necessary to become a full-tenure Research Director in your field.
