Project description

GFA Consulting Group has an exciting job opportunity for experts to join a project that is currently in the tender stage. The Regional Water Company Pristina (RWCP) is embarking on a massive capital expenditure programme of up to EUR 200 million for wastewater infrastructure to improve the wastewater situation in the area it serves, together with the municipalities. This programme is aimed at promoting environmentally friendly, hygienically safe and sustainable wastewater and stormwater management, in line with the national wastewater and resource protection strategy, while also aligning with EU standards for sustainable urban development and climate adaptation.
As a prequalified bidder and invited to submit a proposal for the consulting services for the “Climate Appropriate Urban Development: Sewage Prishtina (incl. Sewage I/II)” project, the GFA Consulting Group is looking for two team leaders.

Job description

1. International Team Leader for Accompanying Measures (AM) with utility experience for Accompanying Measures (AM) and emphasis on institutional change management and organisational development (international expert, part time, but first year full time)
The AM Team Leader will lead a team of international and national experts, and assist the RWCP in improving its overall performance, operations, and sustainability of infrastructure investments. This will be done through hands-on knowledge transfer, training, and coaching, with a focus on NRW reduction and improving the operation and maintenance of water supply and sewerage networks.

2. International Team Leader for support to Project Implementation Unit (PIU), Deputy head of PIU
The PIU Team Leader will lead a team of international and national experts and provide general project management and specific technical expertise to the PIU for the design, procurement, and construction of a wastewater treatment plant and associated works and stormwater collection systems.

Qualifications

1. International Team Leader with utility experience for Accompanying Measures (AM) and emphasis on institutional change management and organisational development (international expert, part time, but first year full time)

Professional experience:

  • min.10 years of international professional experience with institutional services, in particular in utility business management;
  • Master degree;
  • Good command of English;
  • Local and regional experience and language skills would be assets.

Specific project/task related experience:

  • Project management for at least 4 projects (international experience) of similar nature;
  • Knowledge of Kosovan procedures would be an asset.

Team leader experience:

  • Sound experience in project management of a team composed of international and local experts.

2. International Team Leader for support to Project Implementation Unit (PIU), Deputy head of PIU

Professional experience:

  • min.10 years of international professional experience with institutional services;
  • M. Sc. in water resources management, environmental management, hydrology, hydraulics, hydrological and hydraulic modelling, hydro engineering, civil or environmental engineering, or equivalent;
  • Good command of English;
  • Local and regional experience would be an asset.  

Specific project/task related experience:

  • Project management for at least 4 projects (international experience) of similar nature;
  • Knowledge of Kosovan planning and approval procedures would be an asset.

Team leader experience

  • Sound experience in project management of a team composed of international and local experts.
