The USAID Upper Lempa Watershed Project (the “Project”) works with institutions, municipalities, and civil society to address degraded water quantity, quality, and reliability in the Upper Lempa River watershed shared between El Salvador, Guatemala, and Honduras. Through this project, Winrock leverages expertise from sub-awardees to provide research for science-based mitigation to water challenges and policy development. Through close coordination with international partners and local stakeholders, the Project will result in improved climate resiliency and governance over natural resources in the watershed by improving capacity for monitoring water resources and using data for evidenced based decision making; demonstrating USAID’s Water Security Improvement process to local partners and its uses at municipal level; and assessing water resource management financing landscape to help stakeholders access resources. 

Key Tasks:

For this consultancy, Winrock is recruiting a consultant to identify and establish the funding mechanisms that the territory of the Upper Lempa Watershed in El Salvador, Guatemala and Honduras, will be able to develop in the short, medium and long term, to guarantee a process of water security and self-sustainability by users of water resources.

Key Deliverables:

  1. Work Plan and identification of key informants for mapping funding sources.
  2. First Report on the financial landscape that identifies the current and future sources of funding and financing.
  3. Final Report on the evaluation of the financing landscape, including a proposal for lines of action to facilitate economic-financial instruments for water security and biodiversity in the region of the upper basin of the Lempa river, capacities and barriers.
