BASIC PURPOSE:

Supports the evaluation of local, state, and federal environmental regulatory requirements related to MWRA operations. Assists in tracking new and revised environmental regulatory requirements and provides implementation recommendations for impacted MWRA operational areas.

SUPERVISION RECEIVED:

Works under the general supervision of the Environmental Manager. May also receive assignments from the Director of Environmental and Regulatory Affairs.

SUPERVISION EXERCISED:

May oversee contracts or supervise one or more interns as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Assists with environmental permitting and operational decisions based on research of local, state and federal requirements. Including, but not limited to, the federal and state Clean Water and Clean Air Act, Massachusetts Contingency Plan (MCP) regulations, Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Toxic Substances Control Act (TSCA), and state and federal Underground Storage Tank (UST) regulations.
  • Assists the Director of Environmental and Regulatory Affairs and other relevant Department Directors in the development of a per- and polyfluoroalkyl substances (PFAS) monitoring and assessment program for the Authority. This includes setting up a process to integrate, analyze, and display PFAS data.
  • Assists with the assessment and abatement design and oversight for removal of contaminated building materials including PCBs, lead paint and asbestos under the EPA TSCA and the Massachusetts and EPA hazardous waste regulations.
  • Assists with the assessment, cleanup, and implementation of institutional controls at contaminated properties under the MCP.
  • Assists with the oversight of contaminated soil and groundwater management under the MCP, hazardous waste regulations, and Clean Water Act requirements on MWRA construction projects.
  • Provides reporting recommendations under the MCP requirements.
  • Assists with the compilation reports and documentation for non-MWRA projects that have impacts to MWRA, being reviewed by MEPA. Includes the development of Section 61 findings for those projects where applicable.
  • Assists with demonstrating compliance with Federal and Massachusetts air pollution control regulations including EPA Title V permit requirements.
  • Assists with demonstrating compliance with the Massachusetts UST regulatory permit requirements.
  • Prepares updates to MWRA operational materials to ensure work is conducted in a manner that is consistent with the Massachusetts Endangered Species Act and Natural Heritage & Endangered Species Program Monitors compliance with MWRA’s Vegetation Management Plan.
  • Drafts reports, technical presentations, answers to inquiries, and letters for the Department Director.

SECONDARY DUTIES:

  • Assists the Director of Environmental and Regulatory Affairs with special projects as assigned.
  • Performs related duties as required.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • A Bachelor’s degree in environmental science, political science, public policy or administration, environmental engineering or related field; and
  • Three (3) to five (5) years of experience in interpreting or applying environmental regulations; or
  • Any equivalent combination of education or experience.

Necessary Knowledge, Skills and Abilities:

  • Demonstrated ability to develop a working database to be utilized for data analyses, using both database software and geographic information system (GIS) tools that can be shared internally and externally.
  • Knowledge of water and wastewater treatment systems, watershed management, and environmental regulations.
  • Excellent computer skills in Oracle, Access, Excel, MS Word and Power Point. Working knowledge of GIS software.
  • Demonstrated abilities to work as part of a team, to develop and maintain productive working relationships with external parties, and to function independently with minimal supervision.
  • Excellent written and communication skills as well as good interpersonal and organizational skills.

SPECIAL REQUIREMENTS:

A valid Massachusetts Class D Motor Vehicle license.

TOOLS AND EQUIPMENT USED:

Office equipment as normally associated with the use of telephone, personal computer including word processing and other software, copy and fax machine.

While performing the duties of this job, the employee regularly works in an office environment and may also occasionally work in outside weather conditions. The employee may occasionally work near moving mechanic equipment and is occasionally exposed to wet and/or humid conditions and vibration. The noise level in the work environment is usually loud in a field setting and moderately quiet in an office setting.
