The objective of the assignment for the individual consultant is to support the design of a concept paper including a scoping framework on the preparation of the desalination programme related to 5 desalination plants in 4 governorates in Egypt. The Consultant will be responsible for: (i) Conduct a preliminary screening of each planned desalination plant project for suitability to PPP type arrangement and advise on optimal allotment; and (ii) Prepare a concept paper including a scoping framework on the preparation of the desalination programme related to 5 desalination plants in 4 governorates in Egypt building in close collaboration with the PPP and Project Finance Expert; (iii) Develop the Terms of References for the feasibility studies and preliminary design and identify key deliverables and contents expected for each and every one of the projected desalination plants; (iv) Give an informed estimated duration of undertaking the preparatory phase including designing a draft work plan (Financial and technical advisory + feasibility studies), etc. The Consultant must possess at least a Master’s degree (or its equivalent) in a relevant discipline related to the assignment (water engineering, water economics, civil engineering, etc.) and minimum of 15 years of relevant experience in water sector in Africa in general and in Egypt with a focus on the development and management of water desalination plants development and/or operation in Water sector ideally in Africa and Middle East. The candidate must have strong analytical, interpersonal, and excellent communication skills (oral and written), and must be fluent in English language. Fluency in Arabic will be an added advantage.
