Position description:
Our client, who has been tasked with the significant mandate of creating a disaster risk management and financing facility for Caribbean water utilities, is looking for a qualified, technical resource to lead and execute the mandate of its newly established portfolio. This mandate of the facility will be to function as a regional insurance mutual company with three components; a mutual aid for disaster response, an insurance product and access to technical assistance to build overall disaster risk resilience to water utility companies in the Caribbean region.

Key responsibilities include (but are not limited to):
– Lead, manage, and direct objectives of the facility, whilst advising the Management Committee to achieve its primary goals and objectives.
– Promote the portfolio’s mandate to water utilities and their respective ministries responsible for water across the Caribbean. This will include executing a detailed business development plan, inclusive of a comprehensive work plan, to increase the facility’s client base.
– Develop, implement, and oversee a Comprehensive Work Plan. This will include detailed Work Plans for each of the facility’s three components, and guiding Specialists in execution of their respective work plans.
Work closely with the Management Committee and other Management teams in technical insurance policy negotiations, with current and new member water utilities, and their respective ministries responsible for water.
– Coordinate with the Management Team(s) regarding regular services to be provided by reinsurance brokers, asset managers, the risk management specialist, and other stakeholders.
– Liaise with the Management Committee and its stakeholders, to establish short-term objectives and long-range goals, and related plans and policies.

– A proven leader in the Caribbean water sector field, who displays technical and current knowledge of regional water utilities, disaster risk management, and climate change adaptation.
– Excellent relationship-building and management skills relating to a myriad of internal and external stakeholders, inclusive of funding institutions and insurance regulators.
– Exhibits integrity, trust, objectivity, and accountability in approach to work.
– Effective leadership and motivational skills with the ability to build and inspire a high-performing team.
– Excellent written and verbal communication skills to effectively engage internal and external stakeholders regionally.
– Strong analytical and decision-making skills.
Performance-driven and able to effectively manage own workload and the team’s.

The ideal candidate will possess the following qualifications and experience:
– At least 10 years of working experience at senior management level; with at least 5 years directly supervising professional staff.
– A Master’s degree in Business Administration, Disaster Risk Management, Finance, or related field.
– Experience working in the Caribbean and a strong understanding of the Caribbean water sector, disaster risk management and/or climate change adaptation.
– Strong project management skills and proficiency in project management tools and related technology would be preferred.
Relationship builder with relationships with water utilities and/or ministries responsible for water in the Caribbean would be preferred.

A compensation package commensurate with qualifications and experience will be offered.
