We believe that access to safe water and adequate sanitation are basic human rights and can help put an end to needless suffering and mortality from water related preventable diseases. Water For People aims at improving WASH initiatives by supporting government at national, State and district level by providing technical assistance comprehensive e in program planning, management, capacity building, monitoring and coordination support. Water For People has initiated a Technical Support Unit (TSU) for the Government of West Bengal to provide techno-managerial assistance to improve the coverage of key sanitation hygiene and water services interventions and services in the state and districts. In this regard, Water For People is privileged to extend support to the Rural Sanitation (Mission Nirmal Bangla) under the Panchayats & Rural Development Department as a ‘State Project Management Unit’ (SPMU) and contribute towards the improvement in the level of services (increase in the aspiring villages and model ODF villages) and sustainability levels pertaining to key SBM (G), Phase II indicators jointly finalized with the State. 
Position Summary
The IEC/BCC specialist will work closely with the Mission Director SBM Panchayats and Rural Development department to provide strategic oversight for the design for SBCC strategy and coordinate with various stakeholders involved in program design, creative development of SBCC products and processes for implementation, monitoring, and documenting stories of positive deviance. The position will ensure that the SBCC activities comprising (but not limited to) tools such as art forms, short films and IEC materials mutually reinforce identified key behaviors among the targeted audience. The position will work closely with the P&RDD and SPMU team members in coordination with WFP.
Duties and Responsibilities
 Information, Education, and Communication (IEC) interventions should focus on SLWM   to create a demand for a sustainable system Provide support in review of existing IEC/SBCC material and suggest necessary changes based on the requirement of the project.  Provide/support in undertaking the diagnostics, development of comprehensive social and behavior change communication (SBCC) strategy for solid and liquid waste management; water conservation, water saving (reduce-reuse-recycle) and water conscious communities.  Based on the baseline outcomes, support in incorporation of gender and equity dimensions in the design, development, implementation and monitoring of SBCC tools.  Support towards design and dissemination of appropriate messages on SLWM, to increase knowledge about water conservation and water saving (reduce-reuse-recycle) practices at the Individual, household, community, and governance level.  Extend support in handling of communication activities on behalf of SBM(G) related activities such as developing contents, manuals, collaterals and other documents in close coordination with other experts on need basis.  Extend support in developing social media materials in consultation with the Mission Director.  Discuss and Develop convergence strategies for effective outreach to Panchayat functionaries and Swachhagrahi’ s ( field functionaries to be identified by State)  Support the SBM(Gramin)cell at the State level in the design and development of Behavior change activities at the community level to increase their engagement and participation in various activities related to ODF Plus activities -Extend support to other team members in SPMU for conducting workshops, seminars, and training sessions.  Support in the development of knowledge repositories and documentation formats for IEC related activities. Leverage technological solutions such as WhatsApp based e-learning, Sujal and Swachh Sangraha portal, YouTube, webinars, and others in discussion with Mission Director to engage with the target audience and ensure efficiency in dissemination of training.  Co-create a design framework for social impact monitoring and evaluation of outcomes.  Any other work suggested by Mission Director/ State Incharge, WFP. Relevant Experience: This position requires a candidate with minimum 3 years of experience in Designing and Developing IEC material in a similar role. Travel Requirements: This Position requires extensive travel as per need to various districts/ Blocks for monitoring and support. Language Requirements: Competent in Bengali, English & Hindi.
