This request for expression of interest follows the General Procurement Notice for the project that appeared in the United Nations Development Business; Issue No. WB5803 – 12/16 of December 21, 2016.
The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Second Water Sector Support Project and intends to apply part of the proceeds for consultant services.
The consulting services (“the services”) will include: development of sanitation marketing strategy and plan, identify, train and supervise the construction of containment facilities (superstructures) by Community Based Mason (CBM) and providing capacity building and support to DAWASA in its implementation of the strategy as well as facilitation of effective community engagement during projects construction stage. The duration of the assignment is estimated to be eighteen (18) months.
The Dar es Salaam Water Supply and Sanitation Authority (DAWASA) now invites eligible Consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. The selection criteria are: (a) Core business of in commercial or social marketing; (b) Relevant similar experience in sanitation marketing services i.e., influencing sanitation behaviors and creating demand for various sanitation services such as toilets, emptying services and sewer connections; (c) Technical and Managerial capability of the firm (Provide only the structure of the organization, general qualifications and number of permanent staffs. Do not provide CV of staff. Key experts will not be evaluated at this stage), the names and contact address of clients served.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultants’ Qualifications Selection (CQS) Method set out in the World Bank Procurement Guidelines. The procurement process will be carried out through TANePS – https://www.taneps.go.tz. Bidders will be required to register on the TANePS to able to participate in this bidding process.

Expressions of interest must be submitted in a written form through TANePS by Monday 20th March, 2023 at 1400hrs East African time. The TANePS will not allow any late submission of expression of interest.
