Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.

The main mission of the Environment and Development Division of ESCAP is to integrate environmental sustainability in economic and social development, including through the application of environmentally sustainable economic growth approaches, as well as other effective policy initiatives, for inclusive and sustainable development in Asia and the Pacific.

This position is located in the Environment Policy and Development Section, in the Environment and Development Division. The incumbent reports to the Chief of Environment Policy and Development Section.

Responsibilities

Under the direct supervision of the Chief of Environment Policy and Development Section, and overall supervision of the Director, Environment and Development Division, the incumbent is required to perform the following functions:

Economic or sector analysis:
• Performs analytical work to draw up policy recommendations and develops projects in the areas of natural resources management in the context of sustainable development.
• Monitors economic, social and environmental dimensions on natural resources and sustainable development in the region and identifies recurrent and emerging issues of concern to the United Nations.
• Designs and conducts studies of selected issues on natural resources and sustainable development, and drafts resulting reports.
• Develops draft policy recommendations pertaining to the area of work.
• Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others.
• Attends international, regional, and national meetings to hold discussions with representatives of other institutions; represents organizational section at international, regional and national meetings.
• Organizes policy dialogues, expert group meetings, seminars, etc. on development issues.
• Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support:
• Provides substantive support on natural resources and sustainable development including economic issues, to intergovernmental bodies including the Commission and Committees and other ad hoc intergovernmental meetings.

Technical cooperation:
• Designs and monitors technical cooperation projects in the economic, social and environmental dimensions on natural resources and sustainable development in the region.
• Undertakes missions to member States, either alone or as a participant in a diverse team, as part of ESCAP’s technical cooperation activities.
• Prepares global, regional, national or sector analyses that provide a basis for advising national governments on economic development issues.
• Conducts training seminars and workshops for government officials and others.
• Formulates technical modalities for the evaluation of individual technical cooperation projects taking economic, social and environmental dimensions on natural resources management in the region.

General:
• Supports junior staff, reviewing their work and providing feedback.
• Participates in intra- and inter-Divisional undertakings of broader concern to represent the views or interests of the organizational unit.
• Undertakes on-the-job and other training activities, both internally and externally.
• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.

Education

Advanced university degree (Master’s degree or equivalent) in environmental studies, economics, natural resources management or related field is required.

A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in research and analysis, policy formulation and strategic planning on the management of natural resources and ecosystems is required.

Experience in research and analysis of the role of nature-based solutions to address climate change is desirable.

Work experience in the Asia-Pacific region as demonstrated by living and working in the region outside of home country is desirable.

Experience in formulating and implementing technical cooperation and capacity building projects is desirable.

Experience in establishing partnerships with key stakeholders, including academic institutions, civil society and/or the private sector is desirable.

Experience in the United Nations Common System or international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
