The Government of Albania has received from the International Bank for Reconstruction and Development (hereby referred to as World Bank) a loan in the amount of US$75 million to support the Ministry of Infrastructure and Energy (MoIE) to implement the National Water Supply and Sewerage Services Sector Strategy 2019–2030 (NSS) which aims improve sector performance and achieve national sector goals. The loan proceeding will finance the Albania National Water Supply and Sanitation Sector Modernization Program which is structured in three results areas (RAs) which contribute to the NSS’s seven strategic objectives while focusing on (i) improved efficiency and quality of services (objective no. 3), (ii) improved financial sustainability and affordability (objective no. 4), and (iii) increased access to water supply (objective no. 2). The instrument will be Program for Results (PforR) which implies that the implementation of the Program will follow country implementation systems.
This Request for Expressions of Interest refers to the need for an Individual Legal / Institutional Consultant for the Program Monitoring Unit (PMU). The objective of this assignment is to support MoIE/PMU to improve sector governance, strengthen institutional capacity and efficiency in the water supply and sanitation sector.
She/he will support MoIE in:
- Developing and improving the legal and sublegal framework for the sector;
- Implementation of institutional reforms related to the sector’s utility regionalization/aggregation policies;
- Liaising with development partners and financers, with MoFE, and other relevant GoA institutions to raise the interest around financing of the National Strategy;
- Implementation of the National Training and Certification System;
- Improving sector financing instruments and incentives for improved performance through direct support;
- Report and inform continuously on the results of the assigned tasks, to the PMU Program Manager, as requested.

The contract with the selected consultant will be signed after the Grant Agreement is declared effective. This is a full time assignment and the activities described in these TORs shall complete within a period of 12 months following the signing of the consultancy contract, with the option of renewal for the IPF implementation period, based on satisfactory performance.
The consultant should have:
- University and/or master degree in Law or Public Management or a related field..
- A minimum of 10 years of overall professional.
- A minimum of 5 years of relevant work experience in central or local institutional developments, legal advisory support, or related areas;
- Demonstrated previous experience in the Water sector;
- Proven ability to convey complex ideas to a diverse range of stakeholders, including high-level policy makers;
- Proven knowledge of English languages;
- Excellent written and verbal communication skills.
Applicants that fulfill the qualification requirements will be further evaluated based on the below criteria:
- General Qualification – 30 points
- Adequacy for the assignment – 60 points
- Language – 10 points
The service will be selected under the provisions of the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations), in investment project financing Goods, Works, Non-Consulting and Consulting Services November 2020, based on the method of Open Competitive Selection of Individual Consultants (IC), Time- Based Contract.
