Organizational Context

Turkish Red Crescent (TRC) is a globally recognized humanitarian organization that operates with a clear mission to provide emergency assistance, disaster relief, and social and health services to those most in need in Turkey and beyond. With its inception in 1868, TRC has established a vast and robust network of branches and representations, extending its reach across Turkey and beyond. With a focus on the principles of the International Red Cross and Red Crescent Movement, TRC has emerged as a leader in responding to humanitarian crises and natural disasters, providing vital support to millions of refugees and other vulnerable individuals. As a member of the global network of Red Cross and Red Crescent Societies, TRC is committed to working in partnership with other humanitarian organizations to address humanitarian needs around the world. IFRC provides technical support, guidance, and resources to TRC and other National Societies to help them respond effectively to emergencies and provide assistance to vulnerable people. Additionally, IFRC coordinates and supports TRC’s international humanitarian efforts by providing financial assistance, expertise, and other resources.
Two earthquakes with a magnitude of 7.7 and 7.6 occurred in Pazarcık and Elbistan districts of Kahramanmaraş on 6 February 2023. The earthquake was felt intensely in the surrounding provinces, especially in Kahramanmaraş, Kilis, Hatay, Osmaniye, Gaziantep, Şanlıurfa, Diyarbakır, Malatya and Adana and affecting 16,000,000 people. According to the latest statement made by AFAD (Turkiye’s national Disaster and Emergency Management Authority), over 31,000 people lost their lives in 10 provinces affected by the earthquake and over 80,000 were rescued. After the 7.7 magnitude earthquake, a total of 1,666 aftershocks have occurred so far. Damage assessment studies continue in the regions. A state of emergency was declared for the period of 3 months in the affected region. 

Job Purpose

Reporting to Deputy Operations Manager the WASH Delegate will:

  • Lead the development of the WASH programme in response to the cyclone disaster.
  • Guide and support the implementation of the WASH programme.
  • Integrate the programme with the wider WASH activities of the NS.
  • Strengthen CVM capacities in the development and management of WASH activities.
  • Support other WASH activities as required.

Job Duties and Responsibilities

The WASH Delegate will:

  1. Support CVM and the IFRC operations team to develop a WASH programme with vulnerable communities in Türkiye.
  2. Provide technical oversight of the WASH programme.
  3. Assist CVM to undertake integrated assessments with potential target communities for WASH activities.
  4. Promote the effective use of community engagement and accountability tools and processes in developing WASH activities.
  5. Support CVM in the further development of existing baseline data through which to monitor the WASH programme.
  6. Work with the Deputy Operations Manager and Logistics Delegate to procure WASH materials and to engage contractors as required.
  7. Monitor and supervise the work of contractors engaged in WASH activities.
  8. Assist the NS to develop systems to ensure the rigorous monitoring of the WASH programme.
  9. Ensure that the WASH activities within the emergency and recovery operation link with the NS’s wider WASH strategy.
  10. In collaboration with the NS, ensure that WASH activities are well coordinated with the WASH Cluster and other relevant government agencies and maintain effective coordination with other international agencies and NGOs engaged in WASH activities.
  11. Assist CVM in the development and delivery of WASH-related training for communities, NS volunteers and staff.
  12. Ensure that WASH programme plans are consistent with wider operational plans and well-integrated with other sector programmes.
  13. Support the revision of operational plans and budgets as required.
  14. Work with the NS to provide timely, quality reporting on the programme, seeking to build NS’s reporting capacity.
  15. In collaboration with the operations team and the NS, support the evaluation of the operation.
  16. Contribute to wider organisational learning from the operation.
  17. Facilitate the development of partnerships with potential donors, including private sector organisations, for future emergency response operations.
  18. In coordination with Türkiye and Geneva WASH teams, explore possibility of One WASH programming in the affected area for cholera preparedness and prevention.



  • Relevant university degree in Civil or Water Engineering (WASH) and hygiene promotion or similar fields.
  • Professional qualification in WASH operations management.


  • WASH FACT/ERU/RDRT specialized training .
  • Basic Delegates Training Course, WORC, IMPACT or equivalent knowledge.



  • At least five years of experience in developing and managing WASH/ WATSAN programmes including personnel, budget and financial management to ensure compliance.
  • Proven field working experience in complex emergencies of managing international humanitarian operations in WASH and/or public health.
  • Experience in reporting and proposal writing.
  • Experience in donor/partner relationship management.
  • Experience working for a humanitarian aid organization in a developing country.


  • Experience of working for Red Cross/Red Crescent.

Knowledge, Skills and Languages


  • Self-supporting in computers.
  • Ability to work under stressful conditions, meet deadlines and travel extensively to support field operations or training.
  • Good knowledge of WASH management, as well as mechanisms, tools and guidelines for programming and coordination at different levels.

  • Experience of developing training and facilitating and in preparing and making presentations.

  • Capacity to influence people.
  • Good Knowledge of the region and capacity to practice political and cultural sensitivity

  • Good command of another IFRC official language (French, Spanish or Arabic)
