Assignment Title: Consulting Service for the Feasibility Study for Groundwater Development and Management in the Dawa Transboundary Aquifer (Shared between Ethiopia , Kenya, and Somalia)

The Intergovernmental Authority on Development (IGAD has received financing in the amount of US$ 10 Million equivalent from the World Bank toward the cost of the Horn of Africa Groundwater for Resilience Regional Program and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include feasibility study on the Dawa Aquifer which is a multi-layered and partly confined aquifer system shared by Ethiopia, Somalia and Kenya) to complement the knowledge, set up guidelines for groundwater exploration, management and protection and provide detailed plans to develop water related infrastructure for socio-economic development including preliminary cost estimates and an assessment of the associated environmental and social safeguards risks and mitigation measures. Dawa is a Trans boundary aquifer (TBA) between Ethiopia, Somalia and Kenya Water infrastructure developments in shared aquifers provide a huge potential in promoting cooperation among the shared water resource users. The duration of this study will be 6 months, expected to start by May 2023.

The Intergovernmental Authority on Development (IGAD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The firm should submit the following documents with the Expression of interest:
- The Consulting firm must have extensive proven experience of similar works with proven record of scope, complexity, and value. General groundwater monitoring work completed by the consultant in the past 10 years must be documented.
- The consulting firm must have completed in the past ten (10) years as a Lead Consultant at least two (2) similar works of groundwater assessment, groundwater monitoring programme design and annual groundwater monitoring report preparation.
- Previous or current assignments on projects of similar background in IGAD region and/or other countries with similar characteristics for the past 10 years as Lead consultant should be documented. Copies of References for the listed works should be attached. Consulting firm may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications and certified copies of references must be attached.
- Working with donors funded projects (World bank, AfDB, GIZ. etc) will be an added advantage.
- Availability of appropriate skills among key experts (No need to provide CVs).
- Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment: as per paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
