 The Idaho Department of Environmental Quality (DEQ) is hiring a Wastewater Permits Bureau Chief for our Surface and Wastewater Division in Boise, Idaho.
 
The bureau chief supervises staff in the state and regional offices and oversees surface water and recycled water permits, wastewater engineering reviews and waivers, facility plan reviews, general standard operating procedures, and policy development. Additional responsibilities include tracking bureau spending, developing spending plans that adhere to the legislative appropriation, tracking performance measures across the bureau, and reporting.Example of Duties

  • Manage Wastewater Permits Bureau
    • Oversight—Direct the state and regional offices on bureau and wastewater engineering priorities and land application, Idaho Pollutant Discharge Elimination System, and large soil absorption system permitting issues. Review nutrient pathogen studies and provide recommendations as needed.
    • Planning—Work with staff to ensure wastewater permitting issues are addressed in a timely manner, ensure issues of interest to the division administrator or director are addressed in a timely manner, forecast workloads and identify resource constraints that impact permitting, and provide data and recommendations to the division administrator to develop the agency strategic plan. Coordinate with the Drinking Water Bureau Chief to host the biennial engineering conference.
    • Performance tracking—Prepare and report on status of performance measures for the agency strategic plan, US Environmental Protection Agency (EPA) Performance Partnership Agreement (PPA), and other performance measures as determined by the division administrator.
    • PPA—Annually negotiate the surface water element of the PPA with EPA, provide semiannual and annual progress reports on negotiated elements of the PPA, and participate in the annual meeting with EPA Region 10.
    • Policy Development—With the division administrator, recommend, draft, and review current or proposed policies, including internal program directives, agency policies, and standard operating procedures.
    • Budgeting—Prepare annual budget recommendations for division administrator review and approval, prepare and submit technical services work requests, participate in quarterly budget reviews with financial office and division administrator, and provide annual budget reconciliation.
    • Rulemaking and Guidance Development—Coordinate with division administrator and appropriate staff to initiate negotiated rulemaking or guidance development. Prepare project plans and schedules to efficiently complete rulemaking or guidance development. With Attorney General’s office and division administrator, interpret rules for state and regional office staff.
    • Memoranda of Understanding—Provide comment and feedback on memoranda of understanding or agreement between DEQ and other state/federal agencies.
  • Staff Supervision
    • Hiring—Prepare position action requests and description forms for hiring staff, coordinate with human resources on posting positions when approved, conduct interviews and follow up, and prepare on-boarding materials.
    • Task assignment and assessment—Direct staff on bureau priorities and ensure tasks are completed in a timely manner.
    • Performance—Conduct annual and probationary performance evaluations and quarterly performance reviews with staff. Provide constructive feedback to staff in a timely manner.
    • Goal setting—With individual staff, identify career and professional development goals that benefit the bureau and agency.

Minimum Qualifications

Possession of a Bachelor’s degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR, education and/or experience equivalent to a typical four (4) year Bachelor’s degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or full-time work experience managing and implementing, projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development for at least two (2) years can substitute for one (1) year of college; AND, At least (8) eight years’ professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public; OR, Possession of a Master’s degree in the sciences or related field and at least five (5) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public.Supplemental Information

Desired Qualifications:

  • DEQ 3025: Do you have experience demonstrating considerable knowledge of Wastewater, Water and Waste Management that has been gained through possession of a college degree in Civil Engineering, Environmental Engineering, Environmental Science, Biology or closely related field? OR any combination of education and/or experience equivalent to a typical four (4) year bachelor’s degree and two years full-time work experience in drinking water or wastewater management such as: reviewing, designing or implementing drinking water or wastewater treatment and conveyance systems, source water protection and development plans, engineering reports/facility plans, point source discharge permits, water quality certifications and municipal solid waste or biosolids disposal facility plans? Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education.
  • DEQ 3132: Do you have work experience interpreting, enforcing or ensuring compliance with the requirements of the Clean Water Act and state environmental rules? Typically met by two (2) years of full-time work experience interpreting, enforcing or ensuring compliance with the requirements of the Clean Water Act and state environmental rules.

  • Ability to sit and work on a computer for 2-4 hours at a time
