Water, Sanitation and Hygiene (WASH) Expert (Consultant)

Deutsche Welthungerhilfe e.V. is one of the largest private aid organizations in Germany with a dual mandate in both development cooperation and humanitarian response. WHH has been operational in Nepal since 2012, and currently managing different project in eleven districts under four thematic areas: food and nutrition security, right to food and empowerment, disaster risk reduction, and WASH. Our overall goal is to work hand in hand with civil society in Nepal to empower socially marginalized and economically poor citizens to reinforce their resilience and to ensure their right to adequate food and nutrition.
The Government of Nepal has recognized the Joint Sector Review (JSR) as a key building block of improved sector performance and has built a systematic pathway around a biannual JSR process. As the country prepares to accelerate progress to meet the WASH targets, looks at the challenges halfway through the SDG period, and rolls out the implementation of first ever WASH Act (2022) and WASH Regulation, there is now a renewed interest in the JSR. The Ministry of Water Supply with support from Development Partners, is keen to organize the third JSR during mid-2023. The JSR will be able to take a stock of sector performance, identify key obstacles that impede security to safe and inclusive water and sanitation services. JSR process bring WASH stakeholders closer, stakeholders feel they are inclusive. The key objective of the JSRs to bring all stakeholders in one single platform to engage in government-led periodic process to review sector status, progress and performance and take decisions on priority actions. The outcomes of JSR will be able to provide essential building blocks for improved sector planning and performance monitoring.
Welthungerhilfe (WHH) is working in the WASH sector in close coordination with local government particularly focusing on WASH systems strengthening and governance in four districts and collaborating with federal government and line ministries for learning, sharing and technical assistance. WHH is playing crucial roles in JSR 2023 and shows its commitment in organizing provincial and federal level JSR preparatory workshop, including human resource in JSR secretariate. In particular, WHH provide a WASH Expert whose primary role is to provide technical assistance in organizing JSR 2023. In this connection, WHH will provide the federal ministry of water supply with a WASH Expert to serve the above-mentioned task for the 4 months period.
Location: The duty station will be in Kathmandu either based in Ministry of Water Supply (MoWS) or at WHH Country Office.
Duration: 4 months (88 working days)
Job purpose:
The WASH Expert is responsible for: 1) providing technical assistance to organize JSR workshop; 2) participate in different technical working groups and contribute to finalize the technical working group reports 3) contribute to finalize the JSR report.
Responsible to: Direct line management: Section Chief, Sector Efficiency Improvement Unit, MoWS.
Functional line management: Technical Expert- WASH & DRR, WHH
Consultant shall provide monthly progress report (approved by the direct line manager) to WHH Technical Expert- WASH & DRR, WHH.
Main Responsibilities:
- Literature review WASH related policy, plan and progress report and prepare a summary of the progress report.
- Identify the key issue in each thematic area in consultation with the technical working group members.
- Undertake assessment of performance and formulate priority action to feed into the development of WASH policy, sector development plan, directives, and guidelines.
- Participate in technical thematic working group meeting, JSR management meeting and support to prepare meeting minutes and reports.
- Facilitate provincial and national level JSR workshop.
- Support to organise JSR conclave and prepare a proceeding report.
- Provide support in JSR report writing and finalization process.
- Any other duties/tasks as assigned by the line manager or relevant to the assignment.
Key Deliverables of the Consultant:
Key deliverables (but not limited to)
- WASH status review draft report within three weeks of the assignment.
- Provincial level workshop proceeding report by 30 March 2023
- JSR conclave report within 5 working days after event completes.
- JSR report by within the agreed timeline with Ministry (yet to fix final date)
Qualification and Experience:
- Master’s degree in engineering, Environmental Science, Social Science or equivalent subjects.
- At least 7 years of professional experience in a similar position with development organizations or with government particularly in WASH
- Working knowledge and skills on government systems
- Willingness to travel extensively in the project locations and ability to work under high pressure.
- Excellent analytical reports writing skills.
- Excellent command of spoken and written of English and Nepali. Prior experience of working with DWSSM/MoWS would be an advantage
Computer skills:
- Excellent knowledge of MS Office (Word, Excel and Power point)

- Creative, flexible and pro-active.
- Excellent coordination and facilitation skills.
