The Organization for Security and Co-operation in Europe (OSCE) has a comprehensive approach to security that encompasses politico-military, economic and environmental and human dimension aspects. Together with governmental and non-governmental partners, universities, research institutions and media, the OSCE works on addressing a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, rights of national minorities, democratization, economic and environmental issues, policing strategies, counterterrorism, and legal and sectoral reform issues.

According to its mandate, the OSCE Programme Office in Astana (the Office) is entrusted with supporting the Republic of Kazakhstan in implementing OSCE principles and commitments in all three dimensions within the OSCE framework approach to comprehensive security, and in the regional context. In 2023, the Office plans to provide its support to the host country through enhancing capacities of the state bodies and civil society its activities in the following areas:

  • Communications (crisis communications, openness, content development, leadership skills, Public Relations,  etc.);
  • Administrative justice and procedures;
  • Rule of law (judiciary independence, jury trials, institution of private bailiffs, access to justice, fair trial);
  • Organizational sustainability (project management, project proposal writing, fundraising, financial management);
  • Human rights (digital rights, freedom of media, freedom of assembly, rights of people with disabilities, political participation, and etc.);
  • Gender (gender mainstreaming, gender equality, women’s rights and combatting gender-based violence);
  • Trafficking in human beings (cyber-crime investigation, use of technology to combat human trafficking and labour exploitation in supply chains);
  • Combating corruption, increasing transparency and accountability of government bodies;
  • Combating money laundering and terrorism financing;
  • Processing, analysis and use of big data in government institutions. Improving strategic analysis  skills of government employees;
  • Reducing the risks of natural disasters (manmade and natural), including cross-border aspects (Disaster mitigation);
  • Environmental protection and climate change mitigation;
  • Remote sensing tools (efficiency of reclaimed land use);
  • Water resources management (education program on the construction of hydraulic structures, water resources in the economy development, water quality analysis, technical assessment of the hydraulic structures).

Within its activities, the Office also anticipates developing informative materials on the application of legislation, legal reviews, conducting training seminars in the afore-mentioned areas and facilitating dialogue between state and society. The Office expects that these activities will engage various stakeholders and enhance civic engagement.

To accomplish these tasks, the Office plans to conduct a competitive selection of experts/consultants to provide expert/consultant support when required, as well as providing specialized training events for state bodies and civil society organizations  as specified above. 

Objective of Assignment: 

The Office  requires the services of experts/consultants on an ad hoc basis to enhance the capacities of state agencies and civil society organizations in the above outlined areas, as well as development of respective training programme.  The purpose of the roster is to provide the Office with a list of qualified national consultants, based on the needs of each dimension’s projects and activities for 2023.  This allows the Office to engage expertise through an SSA in compliance with OSCE procurement regulations. 

Duration of Assignment:

Successful applicants will be placed on the Office’s consultancy Roster and maybe hired for specific upon completion of the selection process.

Tasks and Responsibilities:

Within the activities of the Office, and under the supervision of the Senior Politico-Military Officer, Senior Economic and Environmental Officer and Senior Human Dimension Officer of the OSCE Programme Office in Astana, the incumbent shall:

  • Provide expert/consultant services in raising the capacity of state bodies and civil society organizations in the listed fields, as requested;
  • Provide and prepare respective expert commentaries and/or awareness raising content for designated event;
  • Develop seminar materials on concerned topics tailored to the needs of selected state bodies and civil society organizations;
  • Render such services in the future (be included in the Office’s roster).

Deliverables:

  • Delivery of training seminars on the requested topics;
  • Engage in dialogue and provide briefings to the OSCE Programme Office in Astana;
  • Participate in pre-event coordination meetings;
  • Develop training programmes and modules on topics specified above;
  • Produce post-training reports.

Proposed time framework for the work assignment:

  • 2023 – Development of and conducting a training programme based on needs of state agencies, and civil society organizations on the respective topics;

Necessary Qualifications:

  • University degree in laws, human rights, political science, international relations, communications, journalism, social science, economics, finance, IT, engineering, environmental, water resources management  or related field;
  • Minimum 5 years of progressive experience in concerned field;
  • Proven expertise in developing awareness raising content or expert commentaries on the listed areas;
  • Proven communication skills in sensitive and complex  processes with a view to the respective addressee, while maintaining consistent messages;
  • Ability to research and analyse complex matters related to the listed areas, as well as to present such matters in an audience-appropriate and user-friendly manner;
  • Excellent facilitation, presentation and teaching skills, and confident use of online platforms, e.g. Zoom, Webex, or similar;
  • Flexibility, ability to work under minimum supervision and deliver against deadlines; 
  • Superior command of Russian. Knowledge of Kazakh and English would be a great asset.
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.

Оплата будет основываться на квалификации, опыте, задачах и результатах работы выбранного консультанта/эксперта на эту должность и в соответствии с установленными ставками ОБСЕ. Оплата будет переведена в местной валюте (тенге) на банковский счет консультанта.
