The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of Hydrologist/Hydrogeologist in the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA).

The Hydrologist/Hydrogeologist Specialist will be hired to support RECLIMA project activities in relation to overall implementation and monitoring of the strengthening water resources management for climate resilience and to check and have an oversight of engineering designs prepared by the contractors/consultants under RECLIMA, in close consultation with the FCMU-WB/AFD Coordination.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).

The candidate for this position must be a qualified senior specialist in Hydrology/Hydrogeology and should demonstrate sound experience in the field of water resources management and groundwater development. S/he should possess oral and written communication skills and have worked on similar projects. Specifically, s/he should have the following minimum qualifications:

• Graduate in Civil engineering or, Geology (MSc = Academic Degree of 5 years in total).
• Postgraduate in Hydrology or Hydrogeology
• At least fifteen (15) years post qualification working experience in the field of water resources management.
• At least 10 years’ experience in surface and groundwater resources development projects for water supply.
• Work experience in three internationally financed projects.
• Should have strong computer skills, including software related to groundwater resources development, Microsoft Word, and Excel.
• Should be fluent in Portuguese and English.

The duration of the assignment will be for a period of 24 months, on a full-time basis, with possible extension upon satisfactory performance. The location of the position is in Luanda and in Lubango (Huila).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.
