General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The head of Darkosh water unit will be responsible for the general management of the water unit, technical and administrative supervision, providing solutions to ensure the proper work of all water stations and water networks belonging to the operation areas of Darkosh Water Unit.

Prepare and follow up periodic maintenance plans for water stations and water networks, continuous coordination with the WASH program of GOAL to ensure operating water stations and water networks as required, follow up the works of all employees of Darkosh water unit, participate in the preparation of necessary studies for the expansion and maintenance of water networks and water stations, supervise the implementation of projects for the rehabilitation and maintenance of water networks and the rehabilitation of water station equipment within the operation areas of the water unit. In addition, the head of the water unit will be responsible for monitoring and following up the services provided by external suppliers and contractors and ensuring that these works are completed as required. The head of the water unit will be the main representative of the water unit, and he is responsible for communicating with GOAL and local councils according to the MoUs signed by the water unit with each of these entities. The head of the water unit will also be responsible for coordinating with other water supply actors.

Duties, objectives and competencies

  • Technical supervision and providing the necessary solutions to ensure the proper work of all water stations and water networks in the operation areas of Darkosh water unit;
  • Follow up the processes of supplying electricity, fuel, engines oil, water purification materials, and all logistics, and ensure the safety of all assets of the water stations and water unit;
  • Follow-up all administrative and technical affairs of the water unit in coordination with GOAL’s WASH program;
  • Prepare and follow up the periodic maintenance plans of water stations and water networks;
  • Continuously coordinate with the WASH engineer supervising the water unit to ensure the operation of water stations and water networks in proportion to the amount of water pumped into the network according to the specified pumping hours;
  • Prepare daily plans and follow up the work of all employees of Darkosh water unit;
  • Participate in the preparation of the necessary studies for the expansion and maintenance of water networks as well as the maintenance and rehabilitation of water stations equipment;
  • Follow up the implementation of water networks projects as well as the projects of rehabilitating water station equipment within the operation areas of the water unit;
  • Observe and follow up the services provided by suppliers and external contractors and ensure the completion of the works;
  • Follow up all complaints and communications related to the water situation within the operation areas of the water unit and ensure that all complaints received by the water unit are recorded and responded to by the relevant employee (CFM assistant);
  • Immediately report any loss or misuse of fuel and electricity of water stations, loss or misuse of any equipment of the water unit or water stations;
  • Report any encroachments on the water networks and the assets of the water stations;
  • Report any violations of the terms of the contract signed between the water unit and the water unit staff;
  • Submit the necessary suggestions to the WASH program of GOAL to improve beneficiaries’ access to water;
  • Submit weekly reports on the activities of the water unit and on the technical status of water stations and water networks to the WASH engineer supervising of the water unit;
  • Ensure commitment to GOAL’s Code of Conduct, Child Protection Policy, and Integrity Standards. Commitment to and support GOAL’s whistleblowing mechanisms;
  • Ensure that policies and guidelines as laid down in GOAL manuals and policies are always adhered;
  • Commitment to beneficiary accountability and the principles of humanitarian action;
  • Ensure compliance with all donor requirements, including timely quality reports, as applicable to the project;
  • Any other tasks related to the nature of the work at the request of the WASH program Management.

Requirements (essential)

  • Bachelor’s degree in civil, electrical, mechanics engineering or any related specialty (university graduate);
  • Minimum 3 years’ experience in dealing with water networks and water stations;
  • Previous experience in working with humanitarian NGOs (WASH field) or with public water authorities, a distinct advantage;
  • A leading and administrative figure capable of controlling and following up the daily work;
  • Flexibility and willingness to work additional hours or on weekends as needed;
  • High skills in dealing with office package (Word and Excel);
  • Ability to manage and prioritize diverse work in a rapidly changing work environment;
  • High level of communication skills;
  • Good knowledge of the operation areas of Darkosh water unit;
  • Team-working skills;
  • Residence in Darkosh sub-district or its respective areas.

Requirements (desired)

  • Proven experience in the mechanism of rehabilitation and maintenance of water networks of all kinds, and water stations, and good knowledge in preparing technical and financial studies necessary for rehabilitation and maintenance;
  • Proven practical experience in a managerial position for at least one year with humanitarian NGOs (WASH field) or with public water authorities;
  • Good skills in English reading and writing;
  • Advanced level of data analysis and preparing reporting.

(The contract with the potential candidate will be based on partnership with Darkoush Water Unit and affiliated the water stations, and it is not considered a direct employee of GOAL.)
