TYPE AND CONTENT OF PROGRAM:

Following fighting between the Tigrayan Forces (TPLF) and the Ethiopian Armed Forces (EAF), many Ethiopians fled the hostilities and sought refuge in eastern Sudan. Today there are more than 50,000 refugees, most of whom are in different locations: Tunaydbah, Um Rakuba, Village 8, Hamdayet and Babikri. All along 2021 SI was working mainly in Tunaydbah and launched wash activities in the new camp of Babikri in October – November.  SI will phase out from Babikri end of December 2022.

In Gedaref, SI is as well in consortium with PUI is implementing a project funded by CIAA aiming at supporting in FSL sectors vulnerable population impacted by under nutrition. Activities are covering distribution of agricultural inputs, animals, items to start IGA and CASH. PUI is focusing on the treatment of malnutrition.

In Geneina, 2 projects are ongoing complementing each other and offering WASH services in Geneina IDPs gathering sites hosting approximately 100 000 individuals. Activities are mainly latrines rehabilitation and construction, distribution of hygiene kits, water trucking, borehole drilling, desludging, waste management.

 6 proposals are under development:

  • in Geneina: 1 ECHO, 2 CDCS
  • in Gedaref: 1 ECHO, 1 CIAA, 1 IOM

MISSION: SIZE, BASES, BUDGET, NUMBER OF EXPATRIATES AND NATIONAL STAFFS:

The Sudan mission opened end of 2020, further to the influx of Tigrayan refugees fleeing conflict in Ethiopia. The operational base dedicated to this emergency answer is in Gedaref. further to the lack of funding from HCR, SI is reorienting activities in FSL sector and WASH targeting host communities further to anticipated phasing out from Babikri camp end of December 2022. Total budget in Gedaref for 2022 is approximately 1,5 M EUR. There is only one expat for the time being in Gedaref at the position of log-admin base and around 15 nationals.

In Geneina, SI budget is 1,5 M EUR for 2022 as well, with 4 international and approx 30 nationals.

The mission currently has a coordination in Karthoum (5 staff), and 2 operational bases in Geneina (23 staffs) and Gedaref (17 staff).

ABOUT THE JOB

  • General objectives

The program manager is responsible for implementing and achieving the objectives defined in the operation proposals. (S)he is responsible for overseeing operational teams assigned to the program, and guarantees the good performance and the quality of the program(s) implemented, and, where appropriate, proposes adjustments or developments to ensure relevance

  • Specific tasks and challenges

Although Sudan has been opening up more widely to International NGOs for the past two years, it is still governed by strict rules and INGOs’s access depends on Public Institutions (visa, authorization to work, to travel, to recruit national staff etc…). The HAC (Humanitarian Aid Commission) is an essential partner, the only entry point for INGOs to work in Sudan.

The recent coup of 2021 October 25th led to a high level of uncertainty in terms of Governance as well as donor’s strategy (especially for long terms project). Military power remains contested by an important part of the population and regular demonstrations are organized, mainly in Khartoum.

In West Darfur, pic of intercommunal violence end of 2020 and end of 2021 had led to massive displacement of population in Geneina and surrounding localities. The follow up of the security dynamic in this complex and volatile context is utmost important in terms of access, communication with local authorities (HAC) and partners. Transportation to Geneina, main city of West Darfur, is organized by UNHAS flight.

More specifically, the WASH PM for Geneina will be responsible for the implementation of at least one (and probably two complementary) projects: on in Geneina city and one out of Geneina, in Kulbuz, in opening up the area for SI. Thus, in addition to living along with the difficulties associated with the deteriorating local security and political situation, the PM will have (with the help of the FC and the entire Geneina and coordination team), to maintain the operational capacity of SI in Geneina City and to build it in the new targeted area. The PM may also be mobilised for additional diagnostic sessions.

The Wash PM will directly manage 4 to 6 national staff, but the operational WASH team is expected to grow in terms of both size and expertise.

  • Priorities for the 2/3 first months:

– New position to be recruited (expected to be launched as soon as ECHO/CDCS projects are confirmed)

– Program kickoff:

  • Field coordination (in link with the FC and his assistant) to reassess the new intervention area (Kulbuz, Jebel Moon)
  • Prepare operational and financial management tools

YOUR PROFILE

  • Education: WASH engineering educative background, experienced in or with in drilling educational background is required.
  • Experience:
  • At least one year of experience as program manager in humanitarian environments or similar position
  • At least one year of experience as water and sanitation technician or engineer in professional environments or similar position
  • Experience in WASH project management is an asset
  • Substantial experience in a management position in an overseas NGO environment,
  • Strong skills in hydraulic and drilling;
  • Experience in capacity buildings of teams;
  • Skills in humanitarian analysis and external representation
  • An ability to analyze information quickly and accurately
  • Good problem-solving skills in day to day and crisis situations
  • A flexible approach to managing and prioritizing a high workload and multiple tasks with tight deadlines
  • Confident and proficient in the use of MS Office, Excel, Autocad
  • Extensive report writing skills in English

Languages: English is mandatory, Arabic is an asset

Other desirable qualities:  leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

SI WILL OFFER YOU

A salaried post:
According to experience, starting from 1800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem of 600 USD

SOLIDARITÉS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
