Introduction

In partnership with individuals and organizations, DNR staff manage fish, wildlife, forests, parks, air and water resources while promoting a healthy, sustainable environment and a full range of outdoor opportunities.
The Wisconsin DNR is hiring a Dual LTE (Limited Term Employee) – Water Resources Management Specialist Senior and Wastewater Specialist Senior located at our DNR Service Center in Green Bay, Wisconsin.
This dual LTE appointment is comprised of two 20-hour positions for an expected work schedule of 40 hours per week. The intention is to hire one candidate on both positions. See below for more information on the positions.
Position Summary
Position 1, Water Resources Management Specialist
Duties for this position include analysis, review, implementation and approval of activities related to agronomy, nutrient management, program/data base development, and use of GIS systems related to issuance of confined animal feeding operation (CAFO) WPDES permits. This position may also perform agricultural related field investigation activities to assist in determining WPDES permit or agricultural performance standards and prohibitions compliance.
25% – Field Support
– Provide field support to Watershed Management Program staff for routine field work as well as emergency response events.
-Implementing the Watershed Management Program’s water quality sampling protocols to collect field samples for routine inspections and emergency situations.
25% – Miscellaneous Activities
– Provide assistance and work with the CAFO Specialists and Central Office Staff, as requested.
– Other duties as assigned.
25% – Nutrient Management Program Support
– Provide support to the Nutrient Management Team as it relates to nutrient management plan processing and review.
– Work collaboratively with the team coordinator to ensure deadlines are properly met.
25% – Audits
– Conduct manure hauling audits, as needed. and document findings in final report.
– Document findings in final report in coordination with the assigned CAFO Specialist.
Position 2, Wastewater Specialist Senior
Duties for this position include analysis, review, implementation and approval of activities related to agronomy, nutrient management, program/data base development, and use of GIS systems related to issuance of confined animal feeding operation (CAFO) WPDES permits. This position may also perform agricultural related field investigation activities to assist in determining WPDES permit or agricultural performance standards and prohibitions compliance.
70% – Nutrient Management Plan Review
– Review nutrient management plans (NMP) for CAFOs. If plan is deficient, work with farmer to submit necessary information to make a decision.
10% – Annual Report Review
– Provide support to the Nutrient Management Team and regional specialist with plan review of Annual Report and Annual Nutrient Management Plan updates.
– Report findings and requested statistics as requested.
10% – Nutrient Management Plan Review Determinations
– Issue approval or denial in writing for NMPs.
– Provide summary, in writing, for the CAFO Specialist staff including comments regarding NMPs as part of the WPDES permit requirements.
10% – Nutrient Management Plan Implementation
– Coordinate field reviews of NMPs for each approved plan, as directed.
Salary Information
These positions pay between $21.00 – $24.82 per hour and are in pay schedule and range 15-03. For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan.
Job Details
This is a Limited Term Employment (LTE) position. LTE positions do not automatically lead to permanent state employment or enjoy the same benefits as permanent employees; however, these positions do offer valuable work experience and an opportunity to learn more about career opportunities with the Department of Natural Resources and the State of Wisconsin.
LTE employees are limited to working 1039 hours per position within a twelve-month period.

Qualifications
Required:
– Ability to communicate effectively with co-workers and public.
– Ability to work independently, and be self-motivated, punctual, and detail orientated.
– Ability to learn DNR internal database systems and ability to use or quickly learn to use Google Earth
– Proficiency in Microsoft Office, e.g. Work, Excel, Outlook, Powerpoint
– The selected candidate must be able to drive a state vehicle. Candidates with three (3) or more moving violations and/or at-fault accidents in the past two (2) years, or who have an OWI/DUI violation within the past year are barred from driving state vehicles.
Preferred:
– Basic training in soil science, nutrient management or hydrogeology
– Basic understanding of Wisconsin agricultural practices and DNR mapping database systems including GIS.
