Senior Advisor, Climate & Environment – GL E – Defined Duration until December 2025The new Global Fund Strategy, Fighting Pandemics and Building a Healthier and More Equitable World: Global Fund Strategy (2023-2028), sets out how the Global Fund partnership aims to accelerate impact towards the 2030 horizon and contribute to a world free of the burden of AIDS, TB and malaria with better, more equitable health for all, as set out in Sustainable Development Goal 3. Climate and environmental concerns are included in the 2023-2028 Global Fund Strategy as a sub-objective under the evolving objective of pandemic preparedness and response.

he Global Fund’s Statement on Climate Change and Environmental Sustainability outlines the Global Fund’s commitments to mitigate the impact of climate and environmental change on Global Fund programs, support the countries we serve to protect hard-fought gains for the three diseases and health services, and to reduce our own climate and environmental impact. As the leading grant funder of HIV, TB, malaria, and health and community systems strengthening, the Global Fund has both an opportunity and responsibility to minimize its own impact, as well as to invest in and support countries to build climate- resilient and environmentally-sensitive systems for health.

The Senior Advisor will drive and coordinate cross-functional and cross-Secretariat work around climate & environment, which is organized around three axes: 1) Secretariat level, 2) health product sourcing and procurement, and 3) country operations. In collaboration with relevant stakeholders, they will provide oversight and leadership on the Global Fund’s overall strategic approach on climate and the environment, including acting as the Global Fund’s focal point and representative for climate/environment-related matters. The Senior Advisor will also lead the development and implementation of climate/environment-related policies, coordinate the development of materials to guide targeted investments in climate-resilient and environmentally-sensitive and One Health approaches, and manage the monitoring of the Global Fund’s commitments in this area.

Key Responsibilities

Under the guidance of Senior Policy Advisor, the Senior Advisor will:

  • Provide strategic guidance, oversight, technical expertise and leadership to shape and drive the Global Fund’s overall approach to climate change and the environment across the three axes (Secretariat, Sourcing/Procurement, Country/Supply Chain);
  • Act as the focal point and representative for the Global Fund’s climate and environment-related work, both internally and externally, such as in bilateral and multilateral meetings, inter-agency working groups and other relevant international fora and conferences;
  • Chair relevant internal Steering Committees and Working Groups and coordinate relevant initiatives across the Secretariat;
  • Lead or coordinate, as applicable, the development and implementation of Secretariat policies and practices related to climate and the environment;
  • Coordinate the development of application guidance materials to support targeted investments in climate-resilient and sustainable health and community systems within the scope of Global Fund programs;
  • Manage the monitoring and reporting of the Global Fund’s commitments, as made in the December 2021 Statement, including within existing systems (e.g., the P&A Framework); and
  • Raise staff awareness of the bidirectional relationship between the Global Fund and climate/environment and promote staff engagement, including through training if applicable, on climate/environment related issues as it relates to their work.

Qualifications

Essential:

  • Post-graduate degree in business administration, public health, international development, development, climate change, environmental studies, or a related field; or equivalent professional training or self-study/work experience.

Experience

Essential:

  • Relevant work experience driving an organization’s work on climate and environmental challenges, ideally within a public health or development organization, major multilateral or bilateral organization, not-for-profit organization, management consultancy, or related setting;
  • Good understanding of the threat and impact of climate change on the health programs supported by the Global Fund;
  • Experience distilling and synthesizing the key strategic points of research, analysis, written input and extended discussions;
  • Track record of developing clear, concise and effective materials to support a wide range of stakeholders in their evaluation of strategic options to facilitate decision-making;
  • Strong convening skills and demonstrated ability to leverage collective knowledge.
  • Strong interpersonal skills and sensitivity working in multi-cultural, international environments.

Desirable:

  • At least 8-10 years’ relevant experience within a public health or development organization, major multilateral or bilateral organization, not-for-profit organization, management consultancy, or related setting;
  • Experience in partnership building and stakeholder engagement;
  • Experience and familiarity with the key indicators, information sources and organizations in the fields of international development, global health, and the climate & health nexus;
  • Experience and familiarity with the Global Fund, its funding model and operations.
