The Public Drinking Water Program is seeking (2) Environmental Analyst V- Capacity Development Specialists and (1) Environmental Analyst V- Emerging Contaminants Specialist.

The Capacity Development and Emerging Contaminant Specialists will work with a team of dedicated staff that focus on engaging with and supporting disadvantaged communities and water systems in Vermont. 

Specific duties of the Capacity Development and Emerging Contaminant Specialists may include: 

•    Developing RFP(s) and managing grants and contracts that support capacity building initiatives or address emerging contaminant issues. 

•    Engaging with and supporting disadvantaged communities and water systems in Vermont.

•    Reviewing studies, reports and other deliverables and educating water systems on the regulation and technical approaches to emerging contaminants. 

•    Guiding water system officials by providing technical, managerial, and financial assistance, outreach, education and direction to them and the public that they serve through a comprehensive Capacity Development Program. 

The ideal candidates will have:
•    Demonstrated experience understanding and applying Safe Drinking Water Act or other relevant rules and regulations 
•    The ability to distill complex regulatory requirements into easy-to-understand terminology for water system personnel and the general public
•    Succinct communication, both verbally and in writing, using a high degree of independent judgement and tact

This position, Environmental Analyst V – Limited Service (Job Requisition #44904), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Bachelor’s degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.


Master’s degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.


Five (5) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
