OBJECTIVES OF THE PROGRAMME
WHO Maldives Country Office collaborates with the Government of Maldives, mainly through the Ministry of Health and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS). The objective of the General Management area of the WHO Country Office for Maldives is to ensure implementation of CCS and the biennial workplans. The General Management area of work has a key strategic role in overseeing, planning and implementation of CCS priorities that span across diverse technical areas and workplans. Work involves cross-cutting technical inputs from country office (CO) staff working on all priority areas such as, health systems and Universal Health Coverage, communicable diseases, noncommunicable diseases and risk factors, maternal, new-born, child and adolescent health and WHO emergency programme. The specific objective of strategic planning is to explore options and contribute to integrating all health problems and issues within the context of health system to achieve national health targets, universal health coverage and sustainable development goal.

DESCRIPTION OF DUTIES
Under the direct supervision of the Medical Officer and overall guidance of the WHO Representative (WR) to Maldives, the Incumbent will provide country-level coordination and technical support for the health and environment activities and that of communicable diseases including Vaccine Preventable Diseases as required. Specifically, the incumbent will be expected to:
1. Coordinate and provide technical support in the implementation of activities in the areas of social determinants of health, environment and health within the overall framework of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2022-2026, WHO Country Cooperation Strategy for the Republic of Maldives 2018 – 2023, and the WHO-MoH work plan;
2. Coordinate and provide technical support in Pillar 1 of the biennial workplan in the areas of Communicable Diseases (HIV, STI, Viral Hepatitis), Vector Borne Diseases, Neglected Tropical Diseases, and Vaccine Preventable Diseases within the overall framework of the WHO Country Cooperation Strategy for the Republic of Maldives 2018 – 2023 and the implementation of WHO – MoH work plan;
3. Coordinate and provide technical support to enhance the National Immunization program including vaccination for COVID 19 coordinate and provide support in Pillar III of the workplan within the overall framework of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2022-2026, WHO Country Cooperation Strategy for the Republic of Maldives 2018 – 2023, and the WHO-MoH work plan;
4. Provide technical support and liaison to strengthen capacities in communicable disease program including areas of laboratory related to CDS, neglected tropical diseases, vector borne diseases and immunization as required by the Government;
5. Support efforts to strengthen environment health capacities at national, subnational and community levels, in addition to supporting the activities related to WASH and coordination with Ministry of Environment and EPA as needed, including creation of coordination mechanisms and structures for assessment, monitoring and improvement of environmental hazards and health risks;
6. Identify the technical support needs from the Regional Office to ensure effective implementation of the workplan activities and prepare and organize WHO technical assistance missions in the areas of social determinants and environment health, communicable disease, and vaccine preventable diseases, including efficient travel and meeting schedules, briefing/debriefings agendas;
7. Assist in preparation of technical documents and briefs for the national and local meetings, trainings, workshops, and other events by providing necessary technical support in developing background materials;
8. Provide support for / conducting relevant situational analysis, measurement of protective and risk factors, development of locally adapted tools for monitoring & evaluation and research for specifically above-mentioned areas of work and ensure appropriate documentation of activities including lessons learned, best practices for improved programme management and implementation;
9. Collaborate with institutions/agencies/government on generating evidence and lessons learned on communicable disease e.g., impact assessment and cost effectiveness studies;
10. Prepare proposals, budgets, and reports in conjunction with other country team members for donor assistance in compliance with WHO/ donor procedures and guidelines; and
11. Perform any other duties as assigned by supervisor.
REQUIRED QUALIFICATIONS
Education
Essential: A university degree from a recognised university in environment or other health related field.
Desirable: Master’s in public health or related field with a concentration in environment health or public health programme management
Experience
Essential: At least two (2) years of work experience in public health area and/or programme management
Desirable: Experience of working in Government, WHO, UN and/or other international organizations or agencies. Established track record in public health and/or programme management, including experience in networking, partnership, resource mobilization and M&E.
Skills
- Knowledge of theories and principles of public health and health and environment; health system assessments; programme planning and development, programme implementation and management, monitoring and evaluation and how to address.
- Knowledge of WHO norms and standards, including those aimed in environment and health, communicable diseases including vaccine preventable diseases.
- Knowledge of local context of public health practices in the country.
- Skills in training and facilitation and ability to deal with complex issues and multi-tasking skills.
- The ability to develop and maintain effective relationships with people of various cultural backgrounds with strong interpersonal skills.
- Excellent knowledge of MS Office applications and computer skills for making high quality technical presentations including data analysis.

REMUNERATION
Remuneration comprises an annual base salary starting at MVR 504,256 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
