General Summary
This position focuses on issues related to the protection and restoration of the state’s water resources, including water quality, water supply, water reuse, and springs protection. The position requires an employee to function as a senior advisor to the chair of a subcommittee and be able to perform complex analytical tasks on which state policy may be based. Under the direction of the staff director, an employee in this position manages staff, focuses direction of research, monitors work progress, coordinates final reports, and formulates and drafts legislation and correspondence for the subcommittee.
Examples of Work Performed
- Conceptualizes and conducts studies related to subject area policy, prepares legislation to solve problems identified by the subcommittee chair, members, staff, and the public.
- Plans and coordinates the preparation of research projects.
- Consults and maintains communication with agencies under the subcommittee’s jurisdiction to identify issues that require legislative attention.
- Coordinates the planning of the subcommittee meetings at the direction of the chair.
- Maintains oversight of executive branch agencies within the subcommittee’s jurisdiction and investigates operations.
- Prepares or reviews written and oral communication initiated in response to inquiries from legislators, staff, and the public.
- Maintains expertise and keeps abreast of new and ongoing issues affecting the subcommittee subject area by collecting resource materials, attending workshops and conferences, reading industry publications, and communicating with agency personnel.
- Briefs legislators on issues to be discussed in committee, on the floor, or with constituents.
- Trains, mentors, and supervises staff as well as evaluates their performance.
- Assists in planning workloads, workflows, deadlines, and work objectives with employees.
- Prepares necessary subcommittee documents.
- Participates in formulating and implementing policies and procedures for the subcommittee.
- Performs other related duties as required.

- Knowledge of the legislative process.
- Knowledge of legal terminology and legal research.
- Knowledge of computer word processing, spreadsheet, and database programs.
- Knowledge of the methods of data collection and analysis.
- Knowledge of Florida state government, legislative rules, and procedures.
- Knowledge of the subject matter under the jurisdiction of the subcommittee.
- Knowledge of the principles and practices of supervision and management.

Minimum Qualifications
A bachelor’s degree from an accredited college or university and seven years of professional administrative, research, policy analysis, or program planning and evaluation experience.
A master’s degree from an accredited college or university can substitute for one year of the required experience.
A doctorate from an accredited college or university can substitute for two years of the required experience.
Professional experience as described above can substitute on a year-for-year basis for the required college education.
