International Water Management Institute (IWMI) a CGIAR Research Center is seeking applications from suitably qualified candidates for a short term assignment to support the development of IWMI’s partnership strategy.
Background
As part of IWMI’s Strategic planning process, IWMI is evaluating its current approach to partnerships across multiple levels (global platforms, regional institutions, in-country implementing organizations, scaling partners, private sector and investment/financial institutions). Based on this assessment, IWMI is developing a Partnership Strategy which will provide the strategic framework for expanding IWMI’s approach to collaboration and partnership and developing mutually beneficial relationships whereby joint planning and implementation of research activities will benefit both parties alike and ultimately users of water and land resources.
Objective of the Assignment
The objective of this assignment is to support the design and development of IWMI’s Partnership Strategy and Action Plan aligned with the One CGIAR Partnership and Advocacy Strategy. The assignment will review IWMI’s past approaches to partnership development and management including key informant interviews as an input for the Partnership Strategy. The Partnership Strategy and Action Plan will be launched at IWMI’s Annual Research Meeting in April 2023.
Scope of Work
The Consultant will undertake the following tasks:
- Review of existing IWMI and CGIAR background documentation related to partnerships including audit reports and previously strategies
- Analysis of current global trends related to partnerships for international Research for Development organizations and INGOs.
- Development of a partnerships questionnaire to guide Key Informant Interviews to be undertaken by IWMI Country Representatives and Management Team Representatives
- Consolidation of key informant interviews into a “Listening Report” outlining experiences and perceptions of IWMI current approach to partnerships and proposed focus areas.
- Development of a draft partnership strategy which details IWMI’s strategic framework, approach and values to the development and management of partnerships. The partnership strategy will include a variety of partnership types including but not limited to: in-country implementing partners; multilateral and bilateral organizations; global platforms; regional institutions; private sector; scaling partners; and, impact investors/ financial institutions).
- Development of a draft Action Plan for the Partnership Strategy which includes tangible activities for each of the partnership types, responsibilities and a monitoring framework including short term indicators of success (24 months)
- Preparation of a ppt. presentation for the IWMI Management Team detailing the Partnership Strategy and Action Plan.
- Consolidation of feedback on the draft Partnership Strategy and Action Plan and finalization of the Final Partnership Strategy and Action for submission to IWMI’s Management Team.
The consultant will work with IWMI’s Director – Business Strategy & Delivery.
Duration: Thirty (30) days between January and April 2023.

Requirements
- Relevant degree in a discipline relevant to IWMI’s mandate
- Minimum 10 years demonstrated experience in partnership development and management within the international development or Research for Development Sector.
- Demonstrated capacity to analyze partnership opportunities and build and manage partnerships.
- Demonstrated strategic and conceptual thinking.
- Understanding of (and experience working with) development actors and partners related to IWMI’s research for development activities.
- Demonstrated analytical and writing skills.
- Inter-personal relationship building skills.
- Demonstrated effective oral and written communications skills.
