Job Summary:

This position will be responsible for reviewing and processing applications for grandfathered rights in the Douglas AMA, assisting in the administration of the conservation programs of the Active Management Areas (AMAs) Section, as described in the Management Plans; assistance with reviewing, verifying, entering and analyzing data from Annual Water Withdrawal & Use Reports; developing an accurate understanding of applicable laws, rules, statutes, policies and procedures in use by ADWR and communicating them to the regulated community and interested parties on a regular basis via written communication, phone call and meetings.

This position has flexibility to telework.

Job Duties:

Responsibilities may include but are not limited to: Assisting in the receipt and processing of applications, annual reports, and payments; Data entry and quality control; Annual water use compilations, Process relevant applications in a timely and accurate manner; Assist with data transparency initiatives, including the creation of data dashboards; Assisting Conservation Program Leads.

Other duties related to the AMA programs and processes may be assigned as needed.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Groundwater Code, especially pertaining to groundwater rights and permits and annual reporting requirements
  • The mandatory conservation programs, as described in the management plans
  • The occurrence, behavior, and significance of water in nature
  • Environmental, social, and economic aspects of water supply and utilization
  • Current concepts and practices in water resource management
  • Current laws and regulations regarding water supply and utilization in Arizona
  • Statewide water resource management issues
  • Information sources and research methods and techniques utilized in water resources management
  • Best practices in document management, including retention and archiving

Skills and interest in:

  • Using spreadsheets, databases and statistical systems
  • Working well within a team environment, including establishing and maintaining effective working relationships within the Department, other governmental entities, private and public sectors
  • Preparing background information for policy development
  • Excellent interpersonal, oral and written communication
  • Data Entry as well as quality assurance and quality control
  • Strong customer service skills
  • Researching, reading, analyzing and evaluating documents

Ability to:

  • Use computers to retrieve, organize, and present water resource management data
  • Use analytical methods
  • Develop knowledge of the Groundwater Code, AMA Management Plans, and Departmental rules, regulations, policies, and procedures
  • Researching and processing requests and inquiries to provide accurate and efficient customer service to all entities
  • Apply techniques to study water resource management issues impacting the State of Arizona
  • Handle multiple projects simultaneously
  • Establish and maintain effective relationships with various levels of governmental and regulated business officials, community leaders and the public

Selective Preference(s):

This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records and must complete any driver training (See Arizona Administrative Code R2-10-207.12)

Pre-Employment Requirements:

Candidates should have at least Four (4) years of professional level water resource management experience, or a
Bachelor’s degree and two (2) years, or a Master’s degree in a related field.

Retirement:

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.17%
