The Shorelands & Environmental Assistance (SEA) program within the Department of Ecology is looking to fill a WQ Federal Permit Manager (Environmental Specialist 4) position. This position is located in our Headquarters Office in Lacey, WA.

In this role, you will work with a dynamic Team that interacts with federal agencies and works on interesting projects that need to get a Section 401 Water Quality Certification. Specifically, you will be able to gain knowledge and experience regarding protecting the state water quality through reviewing projects to ensure that they will meet the state water quality standards. You will be able to start or expand your career network through coordinating with tribes, local, state, and federal entities on project actions that may have inter-related environmental impacts.

Tele-work options for this position: This position will be eligible for up to a 80% tele-work schedule. What makes this role unique?

In this role, you will be reviewing and process requests for Clean Water Act Section 401 Water Quality Certifications within very short timeframes and deadlines. This includes coordinating with Tribes, Federal agencies and State agencies. Additionally, this position will have an opportunity to work with a number of other Ecology programs and learn about their role in the protecting the environment and agency mission.

What you will do:

Review complex projects that have a potential to impact waters of the state and determine if the state water quality standards will be met.
Enter project and process information into the Ecology Aquatic database.
Watch deadlines and ensure that we are not missing them.
Frequent contact with applicants, the public, staff members from both SEA and other Ecology programs, tribes, and local, state, and federal government agencies as projects move through the review process.
Make decisions and recommendation to the Section Manager for higher-level signature based on the merits of the proposal and whether the project will meet the state water quality standards.
Provide project coordination and be a technical advisor to state and federal agencies in reviewing and developing procedures and policies pertaining to the Section 401 process.
Perform field work and site visits as needed to evaluate projects.


Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1:

Nine (9) years of experience and/ or education:

Education: involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Experience: in environmental analysis or control or environmental planning.
Experience may include a combination of the following:
Understanding how to respond to environmental complaints or violations.
Writing scientific/inspection reports or documents.
Experience explaining complex environmental rules or regulations.

Option 2:

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Five (5) years of experience in environmental analysis or control or environmental planning, which may include experience as described in Option 1 above.

Option 3:

A Master’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Three (3) years of experience in environmental analysis or control or environmental planning, which may include experience as described in Option 1 above.

Option 4:

A PhD involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Two (2) years of experience in environmental analysis or control or environmental planning, which may include experience as described in Option 1 above.
Option 5:

Two years of experience as an Environmental Specialist 3 at the Department of Ecology

Special Requirements/Conditions of Employment:

Must possess and maintain a valid driver’s license.

Desired Qualifications:

Working knowledge of the U.S. Army Corps of Engineers Section 404 and Section 10 Permitting.
Demonstrated ability to understand environmental legislation and regulations at the federal, state, and local level, by independently reviewing, analyzing, developing, and recommending permit decisions for projects.
Testifying at legal proceedings and public hearings, and negotiating resolution in the development of policies and regulations.
Demonstrated ability to apply negotiation and conflict resolution skills, by independently serving as a federal permit manager in enforcement actions, hearings, and legal proceedings; conducting field investigations, data collection, and analysis and making recommendation to management and other involved in Ecology’s role in federal permitting and management.
