2030 Water Resources Group (2030 WRG) is a global multi-donor trust fund, established with the aim of bringing transformative change to water resources planning and implementation. It was incubated at the World Economic Forum (WEF) and formally administered by the IFC from 2012 to 2017; thereafter the 2030 WRG has been hosted by the World Bank from January 1, 2018, based on a decision of the 2030 WRG Governing Council.
2030 WRG plans to achieve transformational impact in the next phase of activity from 2023-2030 through public-private collaboration and finance facilitation, in the lead up to the Sustainable Development Goals (SDGs). It aims to do so by structuring large-scale, transformational programs in select countries, termed ‘Accelerators’. These initiatives focus to maximizing impact by leveraging the respective capacities, capital, and implementation strengths of the public and private sector.
Duties and Accountabilities:
The Extended Term Consultant (ETC) will work closely with the World Bank’s water team that work in Bangladesh to support the Accelerator program in Bangladesh, focused on industrial and municipal pollution management. The core theme of the Accelerator is on structuring public-private partnerships (PPP) and private capital mobilization (PCM).
The ETC will be supervised by the Program Manager of 2030 WRG. He/she will also work closely with the Task Team Leaders of World Bank’s water team and interact with the Water Practice Manager of the World Bank’s team, responsible for Bangladesh. The consultant will support the Bank team on advancing the 2030 WRG’s program through: a) technical solutions; b) client and partnership management skills; and c) project activity management, including the introduction of global knowledge. Specific actions would include:
• Support core results for the Bangladesh Accelerator through partnerships with the government and private sector. At the same time, establish priorities among the other activities of WRG in Bangladesh.
• Engage the global partners of 2030 WRG, who are active in the country, in the implementation of the work program.
• Liaise and ensure alignment with the World Bank (WB) and International Finance Corporation (IFC) in the delivery of the initiative, including support from the WB Country Management Unit (CMU).
• Deliver key milestones for the Accelerator and ensure time-bound, high-quality deliverables and high-impact results.
• Ensure regular progress reporting on the Accelerator implementation for various national and global partners.
• Drive the development of relevant knowledge products in Bangladesh.
Selection Criteria
The required skills and experience are as follows:
• Master’s or other degree in water resources management, economics, finance, and/or business strategy and sustainability.
• At least 8 years of relevant professional experience in designing collaboration and financing models.
• Ability to work with senior government and business leaders, with a well-established network of partners in Bangladesh.
• Strong analytical skills to synthesize different perspectives into a unified framework.
• Outstanding verbal and written communication skills in English.

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years.
