I.  Job Summary

The purpose of the Program Coordinator position is to oversee all the Food and Water + interventions of CARE Ethiopia, ensuring highest management and technical standards across the board.  The incumbent is responsible for identifying appropriate partnership and funding opportunities, developing a motivated Food and Systems team across diverse geographic areas, and guiding the implementation of CARE Ethiopia’s Food and water systems strategy, engage in Resilience related national policy issues and provide relevant technical backstopping to other programs in CARE Ethiopia. The PC oversees all activities related to water and sanitation infrastructure, watershed management, water harvesting technology, climate change, on and off farm related livelihoods, food security interventions   and small – scale irrigation schemes, including environmental impact assessments and mitigation measures.  S/he will coordinate all recovery programming with the humanitarian unit and support improvements in nexus and triple nexus programming. S/he oversees and approves the design of structures and systems, monitors their implementation, and ensures appropriate monitoring and evaluation of services provided. She/he will also develop and strengthen partnerships among sector stakeholders, government counterparts and NGOs involved in food and water related activities in order to foster learning, promote innovations and improve standards, thereby increasing the efficiency and effectiveness of Food and water system related interventions in Ethiopia.

II. Responsibilities

Job Responsibility #1: staff management (20%)

  • Provide proper supervision and management for all direct reports and lead the establishment and functioning of a strong, effective and coordinated Program team.
  • Ensure the proper implementation of CARE’s performance management system for direct reports, including job description and APO development, regular feedback, mid-term reviews and annual performance appraisals.
  • Proactively address performance issues through regular, constructive & honest feedback and coaching.
  • Identify necessary staff development, career development and succession planning strategies for direct reports.
  • Ensure that space and incentives are available to allow staff to develop and innovate.
  • Oversee the recruitment and orientation of new program staff.

Job Responsibility #2:  Networking and Representation (20%)

  • Liaise with all stakeholders and regularly represent CARE Ethiopia in technical forums, and workshops at national level for purposes of influencing and advocating policies in favor of poor and marginalized communities.
  • Network with other stakeholders working with similar impact groups to explore new partnerships.
  • Closely work with different CMPs and alliances to further enhance the impact area portfolio.
  • Identify donors interested in funding related activities and promote relationships at all levels.

Job Responsibility #3:  Ensure strategy direction (20%)

  • Keep up to date with national policy and sector best practice strategies and standards.
  • Lead regular reviews of progress against the Food and Water Systems impact area ToC and feed into CO level strategy reviews.
  • Ensure that all projects adhere to minimum standards.
  • Develop & utilize additional guidelines, checklists & assessments as required (eg; environmental checklist to monitor environmental impact; gender assessment, M&E guidelines, etc…).
  • Lead the development of proposals for funding of food and water systems related interventions and closely work with business development team.

Job Responsibility #4:  Capacity Building and Technical Support (20%)

  • Provide technical support in all phases of the project cycle through regular field visits, training-based capacity strengthening, and desk-based feedback to field staff and partners.
  • Advise program managers on issues related to community monitoring & evaluation for informed decision making.
  • Initiate and follow up the application of M&E tools throughout CARE’s and its partners Food and Water System portfolio.
  • Facilitate joint learning events across the different area impact areas and through learning from other best practice initiatives outside CARE.
  • Organize formal training based on needs detected during field visits.

Job Responsibility #5:  Learning and reporting (15%)

  • Keep up to date with the development in the sector, ensure the communication and dissemination of success stories and lessons learned within the organization, with partners and other stakeholders.
  • Initiate and facilitate research in new areas and recommend program direction based on findings 
  • Initiate and participate in the development of strategies for learning, advocacy and communication.
  • Facilitate and review related reports required by government, CMPs and donors.
  • Support the different programs in preparing and monitoring budgets; timely quality reporting; and assist the FOs to ensure other contract conditions of the donor are met and draw lessons for increasing program impact and sustainability.
  • Ensure documentation and dissemination of learning with CARE and key partners.

III.   Qualifications

Required:

  • MSc. in agriculture, natural resource development, rural development, water+ related field or equivalent combination of education and work experience.
  • 5 – 7 years of experience working in community- based food security, natural resources/watershed management, WASH, rural development, water supply and irrigation –related programs at both implementation and policy influence levels with a minimum of 3 years in senior leadership role
  • Proven ability to manage performance for results
  • High level experiencer in staff management, budget management, proposal development and review, donor report preparation and review, government, and donor relation management
  • High level of experience and expertise in design of water supply schemes, BOQ prep, contractor management
  • Good facilitation skills with project staff and community member

Desired:

  • Good NGO experience preferably Rural area context
  • Language proficiency in written and spoken English
  • Computer literacy in MS-Word, Excel
  • Excellent interpersonal communication and report writing skills
  • Demonstrated technical ability and sound judgment to work effectively with others at all levels
