Duties

The primary purpose of this position is to represent the Area Manager on technical teams working on high profile projects and issues, such as water rights, Endangered Species Act (ESA) consultations related to Water Resource planning, water rights, and water acquisitions.

  • Develops, plans, coordinates, and leads efforts to resolve water resource related issues.
  • Serve as the AAO’s water rights specialist for the Rio Grande and Pecos River Basins.
  • Prepare, review, and advise on water rights applications and permits; and submits them to the appropriate state agencies.
  • Coordinate water right protests with the Office of the Solicitor.
  • Represent the Area Manager on technical teams related to water related issues, water rights and permitting.
  • Assist the Area Manager with coordination of ongoing or potential legal issues with the Office of the Solicitor, which may include active or potential litigation; Pueblo water rights, river compacts, and shortage sharing.
  • Responsible for water acquisitions for ESA compliance, including water leasing, purchases, exchanges and forbearance agreements.
  • Lead investigations and projects for wide ranging water issues such as changes in water management or operations that could result in additional benefits or water savings.
  • Provide guidance to and leads as needed technical teams regarding water related issues, water rights, river compacts, Reclamation Law, and other legal matters.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement – this information must be clearly supported in the resume.

To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience specialized experience with working in water administration/water rights functions in at least two of the following technical areas: State water laws and regulations; Federal reserved rights; Reclamation Law; environmental statutes; and appropriation fund law, and personal experience leading projects through developing and maintaining collaborative working relationships with state and local agencies, irrigation districts, technical teams, and the general public.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
