SHELADIA is seeking a Water Resources and Rural Infrastructure Engineer (International) with the below experience in Timor Leste. The professional must have the following requirement:

1. Qualification: Master’s degree in topics related to water resources management or civil engineering; and (ii)

2. Expertise: analysis of whole of catchment to site specific hydrological data sets, flood and drought vulnerability, and event assessments, and design and implementation of climate adaptation measures in the context of water-related infrastructure in rural areas.

3. Experience: (i) Relevant professional: 10 years; (ii) technical application of skills within southeast Asia, mountainous and riverine environments, (iii) TRTA/PPTA: project formulation and design with at least 3 official development assistance investment programs; and (iv) geographic application in both small urban and rural areas. Familiarity with community infrastructure and climate change-related issues of Timor-Leste will be an advantage.

4. Responsibilities: Working in close coordination with the team leader, the specialist shall work closely with other TRTA agriculture, natural resources, climate change, community development, and safeguard experts to conduct (i) detailed water resources balances under different climate scenarios for the proposed project intervention areas; (ii) feasibility studies of representative subprojects and preliminary designs; and (iii) preparation of a project-specific design document for output 2 of the proposed project and relevant TORs. The specialist will ensure the guidance from MAF staff is reflected in the TRTA formulation and in particular the development of watershed/agroecosystem water resource management guidelines to ensure the sustainability of project investments.
