Purpose of Position

Within two (2) weeks of receiving certified list.

Why does the job exist?

The purpose of this position is to provide customer assistance to the public regarding water rights. Perform technical review of water right applications. This position will also monitor permit holders to insure compliance with permit conditions.  Conduct investigations and compile water right documentation for alleged illegal uses as well as compiles water rights documentation for aggrieved or protested water rights applications. Perform water level measurements.

How does it get done?

Incumbent must strive for consistency in accordance with state law, rules and regulations and the policies of the State Engineer/Interstate Stream Commission.
Analyze water right applications for completeness.
Prepare and review legal notices for publication.
Prepare memorandums recommending approval or denial of water right applications.
Abstract water rights files and enter information into the WATERS Database system.
Make recommendations on all types of well construction and well permits.
Incumbent should be able to complete job duties independently.
Field-work measuring depth to water table, determining irrigated acreage, reading meters, determining water usage, responding to complaints.
Identify irrigated acreage, well locations, conveyances, utilizing GPS and GIS applications.

Who are the customers?

Incumbent will assist the general public regarding water rights inquiries whether in person, sub office locations, by telephone, in writing or email.

Ideal Candidate

The Ideal candidate should have the following skill set:

Ability to perform technical writing and review complex information/data.
Possess excellent customer service skills and experience.
Ability to work independently with little supervision.
Ability to express complex issues verbally and in writing to supervisors, coworkers and the general public.

Minimum Qualification

Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and two (2) years of relevant experience. Employment Requirements

This position is required to drive a state vehicle. Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

All employees with the State of New Mexico are required to provide either proof of COVID-19 vaccination or proof of a COVID-19 viral test every week.

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. This position may work in adverse weather conditions. Travel is required to include driving a state vehicle. May be required to work at alternate work sites.
