Most of the decentralized renewable energy (DRE) technologies are in the different stages of maturity and therefore are not subsidized directly by the government schemes. Given the context, as a finance expert, what would be your recommendations to financial institutions (formal and informal institutions) to unlock financing for the DRE technologies (especially for the farming and allied sectors)?


Based on your experience, please highlight some of the most suitable financial products/ instruments which can help in promoting DRE products/ technologies especially for the farming and allied sectors. Please also mention what can be state-specific schemes or programmes which can also be converged for the financing of DRE products/ technologies.

B. Project Background

As part of the Indo-German bilateral cooperation, the Government of India is pursuing the goals to solarize agriculture through the promotion of solar irrigation pumps both at the central and state levels through new policies and financial incentives. It is worthwhile to note, that agriculture is one of the largest consumers of electricity in India and accounts for 17% of the power demand. A large part of the electricity supplied is used for operating irrigation pumps. There are around 21 million electric and 10 million diesel irrigation pumps in India.

The German Federal Ministry for Economic Cooperation and Development (BMZ) has entrusted GIZ with the responsibility for implementing the German contribution to the Indo-German Energy Programme – Promotion of Solar Water Pumps (IGEN-PSWP). IGEN-PSWP will facilitate the development of an enabling market environment for the promotion of solar water pumps for productive use in selected states in a sustainable manner in India. The project would strive for developing a favourable policy environment for sustainable use of the solar pump, explore innovative business models and facilitate access to affordable finance. The project would also be developing the capacities of stakeholders like officials in financial institutions and agricultural-extension service providers. The programme has also received additional co-financing from IKEA Foundation. The objective of the project with the IKEA Foundation is to facilitate the creation of an enabling market environment for promoting productive use of DRE technologies and services catering to farm and allied sectors in rural India, that directly help in achieving the dual goals of carbon dioxide emission reduction and rural poverty alleviation. The goal of the co-financing project would be to improve the quality of life of rural populations by providing affordable clean energy technologies leading to saving of the recurring fuel costs. The selected candidate will be providing policy support to both programmes.

C. Responsibilities

• Developing/ customizing financial products/ instruments leading to rolling it out for decentralized renewable energy (DRE) technologies (like solar cold storage, milk chillers, dryers, de-husking machines, solar water pumps, etc.) in different stages of maturity with a special focus on agriculture and allied sectors (like fruit and vegetables, dairy, fisheries).
• Undertaking cost-benefit analysis /developing the economics for the above stated relevant DRE technologies for the agriculture and allied sectors.
• Developing relevant content and organizing customized capacity building programs for relevant financial institutions (FI) engaged in end-user financing in the DRE space.
• Conduct willingness to pay/ impact assessment based on piloting of innovative financing products.

D. Core Scope of Tasks

1. Support in terms of developing/ customizing relevant financial products for DRE technologies

• Responsible for research and operational support for the Financial Institutions (FIs) to roll out suitable financial products for the DRE sector.
• Responsible for exploring the potentials for rolling out of financial products with farmer’s producers’ company/ organization (FPC/O), self-help groups (SHGs), Joint liability groups (JLG), etc leading to mainstreaming of matured DRE technologies financing with relevant state departments like Department of Rural Development/ State rural livelihood missions/ Tribal development/ Department of Agriculture/power distribution companies (DISCOMs), etc in selected states. The scope of work would be but not limited to provide operational support in designing the subsidy delivery mechanisms; targeting of beneficiaries; designing the monitoring and evaluation mechanism, etc.
• Responsible to structure policy recommendations relating to DRE financing based on the existing experiences (including that from the experiences of the private sector) which can be implemented at the State and Central level.

2. Designing high-quality research and capacity building materials for on aspects of DRE financing

• Undertaking high-quality research; Review of the existing subsidy and financing schemes across relevant ministries to support the promotion of solar pumps/ relevant DRE technologies both at the central and state level.
• Designing studies to assess adopting of financial products, undertake cost-benefit analysis, developing cost economics of the relevant matured DRE technologies; case studies, etc.
• Designing relevant capacity building and training materials for financial institutions.

3. Project Management.

• Responsible for project management (planning, implementation, management of consultants, etc).
• Developing and designing Terms of Reference for projects.
• Presenting the progress of the intervention to MNRE or IKEA Foundation.
• Responsible for meeting at least one of the project indicators.

4. Organizing Workshops/ Stakeholder consultations/ events

• Responsible for organizing dedicated stakeholder consultations/ events with a special focus on DRE financing and the policy linkages.
• Representing the project team at different national and international forums for sharing of programme learnings and result.

E. Other duties/additional tasks

• In addition to the specific tasks, the successful candidate shall undertake comprehensive professional tasks as part of the regular day-to-day activities for the programme or activities which are deemed to be relevant or necessary to fulfil the overall objectives of the programme.

F. Required qualifications, Experience and Competencies

1. Qualifications

• Master’s degree in development finance, economics, renewable energy/energy studies, rural development/ management, or on any other related field.

2. Professional experience

• 10 years of full-time work experience after a master’s degree in a relevant field; Experience of working with a policy think tank/ research organization with an understanding of the operational challenges relating to end-user financing of the DRE sector or with a micro-finance agency or any relevant institution involved in financing end users.
• Experience of working with State Government Schemes/departments to leverage funds for promoting DRE products/technologies in agriculture, the allied value chain will be an advantage.
• Understanding of the challenges relating to end-user financing for the promotion of relevant DRE technologies for the agriculture and allied sector and knowledge of type and nature of Financing Institutes (FIs) present within the market ecosystem in India

3. Skill and competencies

• Strong analytical skills and experience in working with complex data sets, undertaking cost-benefit analysis or calculating the economics of the DRE technologies.
• Experience in project management with multiple stakeholders.
• Oral and written fluency in English is a prerequisite.
• Drive to deliver results and the ability to work effectively as part of a multi-cultural team.
• Be a proactive person, doing work at her/his initiative with limited guidance. S/He is expected to be a lateral thinker and willing to work with strict deadlines.
• Be comfortable traveling across the country.
