As a policy expert in GIZ, you will have to undertake a baseline assessment of the matured decentralized renewable energy (DRE) technologies for the fruit & vegetable and dairy sector. Please develop a concept note with your approach to select the potential DRE technologies, data collection methods, and highlight the parameters which you would consider for undertaking the evaluation.

As a policy expert in GIZ you are asked to review the draft policy of the Ministry of New and Renewable Energy (MNRE) on the framework for developing and promoting decentralized renewable energy (DRE) livelihood applications. Please share your suggestions to add value to the existing policy document.

B. Project Background

As part of the Indo-German bilateral cooperation, the Government of India is pursuing the goals to solarize agriculture through the promotion of solar irrigation pumps both at the central and state levels through new policies and financial incentives. It is worthwhile to note, that agriculture is one of the largest consumers of electricity in India and accounts for 17% of the power demand. A large part of the electricity supplied is used for operating irrigation pumps. There are around 21 million electric and 10 million diesel irrigation pumps in India.

The German Federal Ministry for Economic Cooperation and Development (BMZ) has entrusted GIZ with the responsibility for implementing the German contribution to the Indo-German Energy Programme – Promotion of Solar Water Pumps (IGEN-PSWP). IGEN-PSWP will facilitate the development of an enabling market environment for the promotion of solar water pumps for productive use in selected states in a sustainable manner in India. The project would strive for developing a favourable policy environment for sustainable use of the solar pump, explore innovative business models and facilitate access to affordable finance. The project would also be developing the capacities of stakeholders like officials in financial institutions and agricultural-extension service providers. The programme has also received additional co-financing from IKEA Foundation. The objective of the project with the IKEA Foundation is to facilitate the creation of an enabling market environment for promoting productive use of DRE technologies and services catering to farm and allied sectors in rural India, that directly help in achieving the dual goals of carbon dioxide emission reduction and rural poverty alleviation. The goal of the co-financing project would be to improve the quality of life of rural populations by providing affordable clean energy technologies leading to saving of the recurring fuel costs. The selected candidate will be providing policy support to both programmes.

C. Responsibilities

• Undertaking high-quality evidence-based policy research to support enabling policy environment for the promotion of the decentralized renewable energy (DRE) sector
• Designing, implementing and managing monitoring and evaluation assessments
• Ensuring effective project management of the ongoing GIZ assignments
• Representing GIZ in relevant national and international events

D. Core Scope of Tasks

1. Support in terms of Policy research to Central and State Government

• Responsible for providing critical technical inputs on specific central and state government schemes in the DRE sector including promotion of solar water pumps.
• Responsible for undertaking high-quality evidence-based research exploring the potentials for mainstreaming of matured DRE technologies with relevant state departments like Department of Rural Development/ State rural livelihood missions/Tribal development/ Department of Agriculture/power distribution companies (DISCOMs) etc in selected states. The scope of work would be but not limited to provide operational support in designing the subsidy delivery mechanisms; targeting of beneficiaries; designing the monitoring and evaluation mechanism etc.
• Structuring policy recommendations based on the existing experiences (including that from the experiences of the private sector) which can be implemented at the State and Central level

2. Monitoring and evaluation

• Designing, implementing and monitoring interventions as per the policy requirements; Design and develop impact reports for knowledge sharing among larger stakeholders.
• Developing progress reports, presentations, data visualizations for the Ministry of New and Renewable Energy (MNRE) or other GIZ clients like IKEA Foundation.

3. Project Management

• Planning, implementation, management of consultants etc.
• Developing and designing Terms of Reference for relevant interventions.
• Working to achieve the project indicators.

4. Organizing Workshops/ Stakeholder consultations/ events

• Organizing dedicated stakeholder consultations/ events with a special focus on policy linkages with diverse stakeholders.
• Representing the project team at different national and international forums for sharing of programme learnings and results.

E. Required qualifications, Experience and Competencies

1. Qualifications

• Master’s degree in renewable energy/energy studies, rural development/ management, economics, or any other related field.

2. Professional Experience

• At least 7 years of full-time work experience after a master’s degree in a relevant field.
• Experience of working with a private company implementing a government programme or with a policy think tank/ research organization for analysing energy policies will be an additional advantage.
• Experience in providing specific policy support (in any technical form i.e., undertaking impact assessment designing focused technical assistance; monitoring and evaluation) to state or central government will be an added advantage.
• Operational understanding of the stand-alone and grid-connected solar water pumps, an understanding of matured decentralized renewable energy (DRE) technologies (like cold storage, milk chillers, dryers, de-husking machines etc ) relevant for an agricultural and allied sector like dairy, fisheries, operational challenges that the state governments have in procuring of technologies, targeting of the schemes and monitoring of the implementation productive-use of the scheme both at the state and central level.

3. Additional Competencies

• Experience in working with complex data sets.
• Sound knowledge of the renewable energy sector in India and solar irrigation pumps (especially knowledge of the climate-smart agriculture and issues influencing water-energy-food nexus).
• Experience in project management with multiple stakeholders.
• Oral and written fluency in English is a prerequisite.
• Lateral thinking and ability and willingness to work with strict deadlines.

F. Duration of the contract: 31st September 2022 with the possibility of extension

G. Last date of receiving application: 24th August 2021

H. Travel: Frequent travel from Delhi to the project sites in different states of India is envisaged during project implementation. The projects states are primarily in the eastern and north-eastern parts of India. However, the travel will not be restricted to the project states.
