Department Information

The SJRC is a regionally governed State agency created to develop and manage the San Joaquin River Parkway, a planned 22-mile natural and recreational area in the floodplain extending from Friant Dam to Highway 99. The SJRC's mission includes acquiring approximately 5,900 acres from willing sellers; developing, operating, and managing those lands for public access and recreation; and protecting, enhancing, and restoring riparian and floodplain habitat.

Required Application Package Documents

  • Statement of Qualifications - A Statement of Qualifications (SOQ) and a current resume or curriculum vitae must be submitted with the Application Package.  The SOQ should provide a description of the applicant's experience, knowledge and abilities as they relate to the Desirable Qualifications.  These factors must be addressed in the same order as listed in the Desirable Qualifications section, but redundant information is not necessary where specific experience relates to multiple factors.  SOQs must include specific examples for each Desirable Qualification.  The SOQ should be no more than three pages in length, single-spaced, with a font no less than 10 point.

Desirable Qualifications

6. Excellent research, analytical, and writing skills, and experience producing complex documents.

7. Ability to prepare budgets and have a working knowledge of public fiscal controls and public finance.     

8. Knowledge and ability to administer bid processes, knowledge of contract provisions and preparation, and ability to oversee contractors, vendors, service providers and work products. 

9. Demonstrated capability to develop and manage programs and staff, including policy, supervision, prioritization, workload administration, organization, and adaptability to adjust and solve problems as circumstances dictate.    

10. Working knowledge and/or experience in conservation, environmental regulation, planning, natural resources management, and related matters.

A familiarity with the San Joaquin River Parkway is desirable, but not necessary. The successful candidate must be able to think and work creatively, and demonstrate self-management and initiative.    

Education and Experience

Extensive professional experience in natural resources conservation and environmental planning, public administration and program development, recreation or public works capital project management, or related fields, with at least five years of supervisory responsibility for a professional staff, oversight of contractors and consultants, and/or other management experience is expected.  A Bachelor’s degree is required.  A professional or advanced degree in a related field, such as public administration, natural resources conservation, environmental management or planning, recreation, biological or physical sciences, is preferred.
