Description of Organization: This position is located in the Analysis and Learning Division of USAID’s Bureau for Resilience and Food Security (RFS). RFS’s mission is to partner to advance inclusive agriculture-led growth, resilience, nutrition, and access to water and sanitation to accelerate and protect progress on the Journey to Self-Reliance. The Analysis and Learning Division leads bureau efforts to measure impact, develop innovation methods and metrics, assess how a changing world will impact RFS programming, and promote a culture of evidence based decision making.

Description of Position: This position serves as a Supervisory Program Officer (Senior Data and Analytics Advisor) with the following duties: 

Supervisory and/or Management Responsibilities 45% Leads a team that provides technical support and expert advice to RFS-supported workstreams related to innovative descriptive and impact analytics, foresighting and futures work, geospatial analysis, and data management and visualization. Supervises a 

group of employees performing work at the GS-11to GS-14 levels. Develops and regularly updates the unit’s work plan in collaboration with the Analysis and Learning Division (ALD) leadership team. Provides administrative and technical supervision necessary for accomplishing the work of the unit and ensuring its quality and relevance. Performs the administrative and human resource management functions relative to the staff supervised. Leads the development and supports the management of (or oversees) bureau support mechanisms for foresighting, analysis, data management and other relevant areas of work. Serves as a key member of the ALD leadership team. 

Technical Resource for Resilience and Food Security Analytics 40% Provides intellectual leadership with regard to the development and implementation of an RFS data and analytics strategy. Key facets of the strategy will include 1) an approach to following and analyzing global trends and projecting their impact on USAID’s resilience and food security related goals and approaches, 2) an approach to demonstrate the impact of RFS-supported initiatives and strategies; and 3) a comprehensive approach to better leveraging existing data streams sourced from both within and outside of USAID. Provides decision-making support to Bureau and Agency leadership. Produces regular and ad hoc information products that communicate progress, challenges and opportunities for RFS-supported portfolios, strategies, and initiatives in collaboration with ALD and PA leadership, the Bureau communications team and in cooperation with the Bureau Program Office and technical teams/Centers. Reviews and clears on use of analytic results and data produced by the team.

Liaison Services and Relationship Management 15% Develops partnerships and promotes intellectual collaboration related to data and analytics with other Agency Bureaus, U.S. universities and think tanks; U.S. Government agencies; development partners; multilateral organizations and UN technical agencies and implementing partners. 

Performs other related duties as assigned. 

Required Qualifications: 

  • Must be a U.S. citizen. 
  • Experience leading and managing teams 
  • You must have one year of specialized experience equivalent to the next lower grade level (FS-02) of this position. Specialized experience is defined as implementing or directly overseeing work in one or more of the following areas:

o The conceptualization, implementation, and use of forward-looking analysis including scenario building, quantitative forecasting, or futures analysis 

o Use of innovative or emerging analytical approaches (e.g., artificial intelligence or machine learning frameworks like Google TensorFlow, Amazon ML, Scikit-Learn) o Data collection or compilation, cleaning, processing, and applied analysis and visualization using statistical software or programming languages (e.g., Python, R, Stata, SPSS, MATLAB, Tableau) 

o Portfolio or initiative level impact analyses 

  • Must be eligible to obtain and maintain a Secret-level security clearance.

Preferred qualifications 

  • Experience managing a portfolio of analytical workstreams 
  • Experience conducting analysis related to food security, nutrition, agriculture, resilience and/or water security
