Background and purpose

Brazil鈥檚 total population increased four times over less than seven decades. This increase has been accompanied by an exponential increase in water and sanitation services (WSS). However, still today about 10 million Brazilians (six percent) living in cities are not included in the formal water services, and almost 60 million (32 percent) is not served by waste water collection. The wastewater generated by around 90 million people (45 percent of the total population) is not treated. In the Metropolitan Region of Recife, it is estimated that only 20 per cent of total sewage is treated and that 20 per cent of solid wastes are disposed of informally, most often in drainage and sewage canals; this is especially true in the favelas.

While a lot of this gap is probably explained by structural barriers, such as lack of infrastructure, it is also explained by customer behaviors. In this context, the United Kingdom, through its Prosperity Fund, has requested the World Bank support in understanding water and sanitation customer behavior in the city of Recife, Brazil.

The World Bank鈥檚 Mind, Behavioral, and Development team (eMBeD) in the Poverty and Equity Global Practice (World Bank) is working with the Water and Sanitation team in Brazil and Compesa (Recife鈥檚 water and waste water utility company) in understanding water and sanitation customer behavior and awareness of the importance of sewage collection and treatment, following a behavioral informed methodology. In this context, eMBeD is looking for a research analyst to support the activity.

1. Responsibilities

The objective of this consultancy is to support the design, implementation, analysis, and results write up of various experiments, including:

a)    Design and implementation

路       Support the design of an upcoming online survey experiment and implementation in SurveyMonkey (survey to be sent using text messages).

b)    Data analysis

路       General: Lead data retrievals and analysis. This includes getting familiarized with Compesa data platforms, clean and prepare databases for analysis, including identifying data inconsistencies, creating variables, formatting, and documenting the data sets.

路       For a behavioral experiment that has already been completed (hereafter referred as the SMS pilot experiment):

o  Replicate experiment results in Stata or R and get up to date with data specificities.

o  Conduct a long-term analysis of main outcome variables 6 months and 1 year after experiment roll-out.

o  Conduct heterogeneous analysis with a set of pre-defined groups.

路       For three additional upcoming experiments:

o  Analysis of experiment results in Stata or R.

o  Conduct heterogeneous analysis with a set of pre-defined groups.

c)     Analytical work

路       Write policy/process notes with the design, implementation, and results of the SMS pilot experiment, and the additional three upcoming experiments.

路       Prepare presentations with results of the experiments.

2. Deliverables

路       Presentations with experiment results (as requested)


路       Bachelor鈥檚 in Economics, Statistics, Mathematics, Behavioral Economics, Data Science or a related field with proven research experience of at least 2-5 years in relevant fields (A master in a related field is not required but will be a plus).

路       Knowledge and experience on quantitative methods for social research, including statistical analysis and proficiency on a statistical package (Stata, R, etc), and substantive experience in impact evaluation methods.

路       Knowledge and experience in the design of online survey experiments using SurveyMonkey and their implementation will be a plus.

路       Ability to produce user-friendly written outputs.

路       Knowledge and experience on the application of behavioral sciences and research on water and sanitation will be a plus.  

路       Written and verbal communication 鈥 Capacity to delivers high quality products effectively and on-time, in support of team or workgroup with little supervision.

路       Strong entrepreneurial drive and strong interest in the use of evidence and impact evaluation in policymaking.

路       Well-developed teamwork and collaborative abilities, and strong communication skills.

路       Fluency in English.

路       Fluency in Portuguese will be a plus.
