Position: WASH Program Manager – Central & West Darfur (Sudan)

Country: Sudan – The position is based in Zalingei (Central Darfur) with frequent travel, as security permits, to TGH bases across Central and West Darfur. In addition, regular trips to Khartoum will occur for coordination.

Duration: 11 months – starting from 1 September 2021 – renewable based on the availability of funds

Place in the org. Chart: Under the direct responsibility of the Head of base in Zalingei and with technical responsibility linked to the WASH program Coordinator in Khartoum Office

Conditions: Salaried contract, gross monthly salary from €1’900 to €2’600 depending on experience, monthly per diem 600 €, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months.

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 10 countries in Africa, Asia, Europe and the Middle East.


Darfur, the western region of Sudan, has been in a state of humanitarian crisis since 2003. The current conflict in Darfur is complex, caused by a host of political, social, economic and environmental problems. Civilians have suffered greatly from the conflict. The result is a humanitarian crisis affecting millions of people, and there is no end in sight. As Sudan continues to face economic challenges and a shortage of hard currency, food prices continue to increase as so far been witnessed where prices of food rose between 200-250 percent in 2019. As a consequence, Hundreds of thousands of people have died and more than 8.5 million people are affected by the crisis. Many people have been displaced from the violence, and have moved into camps in Sudan’s larger towns or have crossed the border into Chad or South Sudan where they live in refugee camps, straining local resources.

Over the past five years, the numbers of people displaced due to conflict have progressively reduced. However, while the SLA-AW armed group remains active and outside of the peace process, pockets of conflict are anticipated to continue in parts of Central and South Darfur. Following political developments in 2019, several non-state armed groups in Darfur, Blue Nile and South Kordofan agreed to a cessation of hostilities (CoH). However, the situation remains fluid and fighting could escalate if these cessations do not remain in place or are violated, resulting in higher displacement. At the same time, the root causes of the conflict remain largely unaddressed and long-standing grievances and competition for resources between communities continue. Some clashes and tensions are thus likely to continue. This calls for continued need for humanitarian support including with provision of basic assistance, including life-saving emergency shelter and household items such as plastic sheeting, plastic mats, jerry cans, blankets and cooking sets to refugees, displaced populations and hosting communities.

The overthrowing of Omar Al-Bechir on April 11th 2019, after an unprecedented peaceful popular uprising, gave the country a sense of hope and optimism. A transitional govern­ment was formed in September 2019. However, the socio-economic situation in Sudan re­mains precarious. In 2020, inflation reached 269%10 and the average household shopping basket represented at least 75% of its income.11 A total of 9.3 million people in Sudan are in need of humanitarian assistance (42% of whom are in Darfur), an increase of 63% on 2019.

The years of conflict, which was particularly severe in Darfur, but also in other states in the country, displaced 2.5 million people. At the same time instability in neighbouring countries saw an influx of one million refugees, mainly located in Darfur, Kordofan, Blue Nile and Gedaref. These population movements are also factors which contribute to un­dermining the socio-economic fabric and deteriorating the population’s living conditions, generating urgent needs and causing a chronic lack of access to essential services.12

This already fragile situation was exacerbated by the onset of the Covid-19 pandemic in March 2020. From a security perspective, despite the central government and most of the armed groups involved signing the Juba Peace Agreements on October 3rd 2020, the si­tuation remains unstable.

Presentation of TGH mission

TGH has been present in Sudan since September 2003, and rapidly expanded its humanitarian interventions in Central Darfur (Bindizi and Um Dukhun in 2005 and 2006 respectively). It has maintained a continuous presence in both states since then, despite an increasingly complex context. TGH also intervened for short periods in Khartoum (2004-2005) and Gedaref State (2012) but, due to lack of sufficient financial resources and administrative obstacles, actions in these areas could not be continued. . TGH has since extended its activities in West Darfur and Central Darfur, implementing its projects through 5 operational bases (Geneina in West Darfur; Bindizi, Um Dukhun, Golo and Zalingei in Central Darfur). In addition, in October 2020 TGH opened a new base in South Kordofan, in order to expand its geographical coverage and offer assistance to conflict-affected populations. All projects are coordinated from Khartoum main office. TGH currently works in the fields of water and sanitation, hygiene promotion, NFIs/Shelters, education, food security and livelihood.

TGH has long-term experience in WASH programs in both Darfur states, including several funded projects by ECHO, CDC, SHF USAID/BHA, French MoFa and French Development Agency (AFD) and EuropeAid. TGH has adapted its strategy in Darfur to the evolution of the context. Central and West Darfur of Sudan has needs in multiple sectors, and TGH implements multisector programs including Education, FSL, WASH, Shelter &NFI, emergency WASH & Shelter & NFI buffer stocks, and Child protection programs,. Safe water access, waterborne diseases, and lack of hygiene, remain major issues while outbreaks of conflicts and natural disasters continue to affect populations and lead to displacements. The WASH Project Manager position intended to support the WASH program, funded by ECHO, in Central and West Darfur. 
Ongoing operations include:

  • Emergency assistance to people affected by population displacement and natural disasters (provision of Non Food Items- NFI and emergency shelter, safe water supply facilities, emergency sanitation and hygiene promotion).
  • Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community based committees and local authorities in WASH services sustainable management.
  • Unforeseen Emergency respond through WASH buffer stock in Central and west Darfur
  • The strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities and targeted food distribution.
  • Supporting the improvement of the education environment through local educational actors capacity-building, distribution of small equipment and educational material, rehabilitation of education facilities.

TGH is currently funded in Sudan by a variety of donors: CDCS, SHF, ECHO, IOM (RRF) and CIAA.

Presentation of the project

The project in Darfur is conducted by TGH in partnership with a National NGO (NNGO) under ECHO funding for a period of 12 months. This project includes humanitarian assistance response in the following sectors: WASH, Education, and Shelter & NFI (including buffer stock) in both Central and West Darfur. The aim is to improve living conditions and resilience of vulnerable conflict or natural disaster affected populations through an integrated multi-sectoral intervention. The Project Manager will maintain responsibility of the WASH interventions within the project, in collaboration with the program team who will implement the other multi-sectoral elements. 

The WASH sector response was designed to mitigate the impact of natural hazards and new population displacements in Darfur through improved emergency preparedness and response capacities, increased risk mitigation and resilience with access to Water and sanitation facilities, hygiene promotion and WASH- NFI in Jebel Moon, Genena, Kreinik, Um Dukhun, Shamal (North) Jabal Marrah and Wasat (Central) Jabal Marrah. Moreover, the project will provide coordinated and timely adequate life-saving responses ensuring to meet the most acute needs of conflict and natural disasters affected population through the prepositioning of a ES/NFI and WASH buffer stock in Darfur.

The intervention will focus on the rehabilitation and reconstruction of water supply infrastructure, support to the school system in the area through latrine construction and support to the conflict affected displaced people through WASH-NFIs in order to act sustainably to reduce mortality and morbidity among the most vulnerable populations. They will be adapted in accordance with the evolution of the context in the country, and in particular the health context linked to the Covid-19 pandemic. In total, WASH, activities will target 95,876 people.

Job description

The Water, Sanitation and Hygiene (WASH) Project Manager works under the responsibility and functional supervision of the Head of base in Zalingei with technical inputs from the WASH program Coordinator. The PM is also in contact with HQ technical departments.

He/she is responsible for managing the WASH program activities, ensuring proper implementation, supervision, monitoring and reporting. The Project Manager is responsible, in coordination with the WASH program Coordinator, of managing the HR dedicated to the project. Representation and liaison with government line offices and humanitarian actors will also be expected.

Project management

  • She/he ensures the proper development, implementation, supervision, monitoring, reporting of the different components of the project according to established objectives, goals, and indicators and in line with donor requirements and beneficiary needs
  • She/he is responsible for oversight of the technical aspects of the implementation and coordination of the WASH program in Central and West Darfur.
  • She/he monitors Budget vs. Actual expenditure for WASH programs monthly. Ensuring timely corrective action is taken to address any variances.
  • She/he actively participates in Grant Management Meetings and ensures resulting actions are followed up.
  • She/he is in charge of managing the HR dedicated to the project.
  • She/he supports WASH teams in technical designs, development of cost estimates, technical specifications and overall documentation packaging for all WASH infrastructure and hygiene behaviour change and community engagement activities.
  • She/he updates monitoring and planning tools, allowing to measure the progress, quality and impact of projects, to alert in case of slippage and to take corrective actions if necessary

Project Knowledge Creation

  • She/he contributes to the project knowledge creation through the writing of activity sheets, design of relevant documentations, with the support of WASH program Coordinator & HQ WASH Technical Department.
  • She/he carries out regular analysis of the relevance of the project scheme and suggests adaptation when needed.

Logistics and administration

  • She/he anticipates the Logistics (procurements; purchase, vehicles, etc.), administrative and financial needs related to the project (recruitments, payments, cash requests, etc.)
  • She/he prepares technical parts of tendering documents, participates in the follow up tendering process, prepares purchase requests and gives acceptance of payment.
  • She/he follows the expenses related to project activities and crosscheck with the administration department on a monthly basis.
  • She/he makes sure that logistical, administrative and financial procedures linked to the project implementation are established and alerts her/his superiors if gaps are observed so that corrective action may be taken.
  • She /he needs to follow up all requested supplies by WASH program team

Staff management

  • She/he is involved in the recruitment of the program team under her/his management.
  • She/he ensures that the administrative HR management of her/his team (daily attendance, leaves management) in collaboration with the HR department.
  • She/he conducts WASH Program staff meeting in a regular basis and ensures good communication and coordination within the team.
  • She/he ensures that her/his team complies with TGH internal rules (disciplinary management when needed).
  • She/he performs regular performance evaluation, give working objectives, adapt the job description, identify the needs in terms of capacity building, and conduct trainings.
  • She/he is in charge of building capacity of the managed team (identifies the needs in terms of capacity building, and conduct trainings).
  • She/he supports WASH teams in developing spending plans and tracking of the same against actual spending monthly
  • She/he planes, manage and supervise the work of the team

Internal coordination

  • She/he participates in monthly internal coordination meetings and communicates regularly with the WASH program Coordinator and the Field Coordinator.
  • She/he communicates regularly with HQ WASH Technical Department on the project evolution, the technical problems faced; the potential risks and proposes solutions.
  • She/he is involved in providing relevant communication on the project (pictures, video, success stories etc.).
  • She/he updates and disseminates internal project monitoring tools (monitoring of activities, purchases, expenses, ToRs and mission reports, monthly reports, evaluation reports, etc.)

Representation and external coordination

  • She/he represents TGH as required with donors, partners, local authorities (Department of Water Resources, Mayors, etc.) and stakeholders involved in the implementation of the project.
  • She/he maintains good relationships with other UN and NGO actors.
  • She/he ensures regular presence in UN-led WASH sector meeting.

Reporting and MEAL

  • She/he writes donor narrative reports and internal reports, including monthly follow up of the project.
  • She/he is in charge of gathering data, as well as data analysis to report on contractual indicators.
  • She/he conducts, supervises and writes needs assessment reports.

Strategy/Project development

  • She/he participates in the development of new interventions based on identified needs, linked to the WASH sector
  • She/he participates in the writing of concept note and projects proposals as requested
  • She/he participates in the annual Country Strategy Development
  • She/he meets with potential local partners (NGOs)


  • She/he contributes to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information relating to safety concerns to the field coordinator. 
  • She/he ensures the application of security instructions on the base and by the teams deployed in the field

These responsibilities may be reviewed as field requirements change.

Safety, working and living conditions

Base opened in 2014, following the division of West Darfur State into two separate states (West Darfur and Central Darfur), Zalingei having become the new capital of Central Darfur State, requiring a permanent TGH presence to ensure daily coordination with the authorities (HAC, WES, NIS), and other humanitarian actors involved.

The city of Zalingei historically had a high-risk security profile. Initially based solely for coordination activities, TGH also carried out activities in the Teiba and El Salam camps on the outskirts of Zalingei in 2016; however these activities have ceased.

The WASH Project Manager position holder will base in the capital of the Central Darfur state called Zalingie. TGH has an office and a guesthouse together. International staff will live in the TGH compound. The compound has electric power supplied by the government and backed up generator. Internet services are also available. The compound has a moderate place to cook food, and shower room.

There is a cook/cleaner on hand and meals are prepared daily during working days.  Meals are usually shared, but expat can cook if they prefer. Zalingei, being a larger city, has options for local restaurants and tea shops.  The markets are accessible on weeks, and can be traversed on foot in the company of local staff.

The Project Manager will also spend time in the Central Darfur bases of Golo and Um Dukhun, as well as in Geneina, West Darfur.  In all locations the guest house is combined in the TGH compound with the office.  All have simple living conditions, however some with more amenities (shower) than others (Golo relies on bucket shower). All bases are supported by Generator, with additional solar installations planned in 2021; however at times connectivity and electricity can be intermittent.

Security situation in Darfur is very variable from place to place and period. Field-visits are authorized when security conditions allow it. The movements to the field-bases are ensured by United Nations Humanitarian Air Services- UNHAS.

Security Context in Sudan, especially in West Darfur, can lead to temporary tightened security procedures (movement restrictions, etc.).  This can impact the schedule of UNHAS movement. 

Health risks are limited however there is prevalence of malaria or other diseases in Darfur.  All expats residing in Darfur are provided a mosquito net for their bed. Quality medical services are available in Zalingei, however where needs are higher there is quick medevac options to Khartoum. 

The expat will have regular (as agreed/needed) trips to Khartoum.  Khartoum enjoys different places for extra-professional activities: markets, swimming pools, gardens, access to cultural sites out of Khartoum. The social life is rather rich. Sudan is a dry country, with alcohol remaining prohibited. 

There are also daily flights to regional and Europe destinations and expatriates go out of the country every 3 months for breaks.


Educational background and experiences

  • Engineering degree or equivalent in the field related to Water, Sanitation and Hygiene (WaSH) and/or training/courses specific to WaSH in humanitarian contexts with a minimum of 3 years working experience
  • Experience in conflict area / post-emergency contexts desired


  • Applied skills on WaSH projects management (public health, engineering)
  • Good knowledge of the humanitarian environment (NGOs, UN, EU…) in particular the institutional functioning in case of crisis (PRS, clusters, specialized donors, effective functioning of coordination mechanisms…)
  • Knowledge of drilling, well construction, spring development
  • Knowledge of emergency sanitation (latrines, showers, waste pits)
  • Knowledge in emergency water treatment: coagulation / flocculation, chlorination, etc.
  • Experience and interest in hygiene promotion and community mobilization
  • Ability to set up and deliver training to local teams
  • Mastery of computer tools, at least Pack Office, Internet, Outlook. Mastery of specialized software for data collection / statistical analysis (e.g. Kobo / ODK.) and GIS (e.g. Google Earth, QGIS) will be a plus
  • Competent in Microsoft Office, EPANET and AutoCAD of Infrastructures (ACAD, ArchiCAD etc.)
  • Excellent professional approach and strong team building skills.Fluent English and French mandatory (oral and written)
  • Arabic speaking is a strong asset
