SNV Nepal is seeking for International GESI (Gender Equality and Social Inclusion) Expert for Paani Program.
The Paani Program – is a 5 year, $25 million Project in Nepal. Water is the single most important natural resource underpinning Nepal’s economy and livelihoods. The sustainable management of water resources in Nepal depends on addressing climate change and protecting healthy, biodiverse ecosystems. Paani aims to enhance Nepal’s ability to manage water resources for multiple uses and users through climate change adaptation and the conservation of freshwater biodiversity. Paani employs an integrated, whole-of-basin approach with activities under four “intermediate result” (IR) areas at the watershed, basin, and national scales to reduce threats to freshwater biodiversity and strengthen the resilience of targeted human and ecological communities in the Karnali, Mahakali, and Rapti river basins through improved water management.
This will be accomplished through 11 strategic approaches (1a Fisheries, 1b Local Water Management, 1c Roads and Mining, 1d Invasive Species, , 2a River Basin Planning, 2b Disaster Risk Reduction, 2c Sustainable Hydropower, 3a Policy, 3b Advocacy, 4a Research and 4b Learning Spaces) and four intermediate results (each with several sub-IRs), and supporting activities, as defined in Section C, Statement of Work (SOW) of the Paani Contract, Annual Work Plans and a Monitoring and Evaluation Plan. These documents, as revised periodically, provide the framework and overall guidance for all Paani team members.
The Consultant will work closely with Paani GESI Specialist to meet the purpose of the study as well as to produce the expected deliverables of the task. The Consultant will be expected to undertake the following tasks:
The specific activities includes :
1. Conduct GESI analysis in the Paani program area. This analysis would include examining the root causes and its impacts of GESI issues identified from watershed profiling work for each key priority issues identified in 3 river basins.
2. Conduct analysis of critical institutional, legal, regulatory, policy and capacity gaps on GESI integration in the current transition stage to decentralization process (E.g. Does the country’s existing legal and regulatory framework include policies and legislation on gender equality and social inclusion? Are water resource use and management policies and benefit sharing mechanisms in place GESI sensitive? What are the institutional and cultural barriers that could prevent women and marginalized communities’ access to water resources and equitably benefit from the water resources? )
3. Conduct assessment of the training and capacity building needs of rural municipalities, municipalities, local government line agencies and community-based organizations involved or potential to be involved in the Paani programs and in the specific location
4. Develop and present root causes and its impact of GESI issues and with recommendations and a Plan of Action with measurable indicators for results linked to the 11 strategic approaches.
Master degree in gender studies, social science, international development or other relevant field.
Demonstrated skills and experience in designing and practicing qualitative data collection research, analysing qualitative data and applying GESI analysis to data collected, with an emphasis on identifying barriers and opportunities for women and marginalized caste/ethnic groups
Demonstrated social science research related to natural resources management including water and biodiversity with GESI analytical work, highly preferred
Extensive working experience in international levels and experience with South Asia region would be an added value
At least 8 years work experience in related field with 5 years on GESI technical expertise
Strong written and verbal communication skills in English.
Level of Effort : 35 days
Period of Performanace : intermittent basis within period 01 October 2018 to 31 December 2018
Location to Perform : Home base with field visits in Nepal (tentative Kathmandu 1 week and project districts 3 weeks)
