About the role

We are seeking a highly motivated individual to join the Network’s Europe team as Senior Manager, to support European cities in their transition towards a climate-neutrality. The Senior Manager, Programs (Europe) will support the implementation of our Horizon 2020-funded European Green Deal programs to empower cities and regions in Europe to develop and implement comprehensive climate solutions and achieve net zero by 2050. The role will report to the Global Director, Engagement and Knowledge and head for Europe and Middle East and will play a key role in positioning Resilient Cities Network as the foremost city-led network organization specializing in building holistic urban resilience in Europe and cities around the world. You will join our small but growing Europe team and should feel confident to be part of a dynamic, global organization.

Responsibilities

• Provide strong technical expertise and inputs into a range of programs focused on climate resilience and resilient, green recovery including delivery of reports and policy-relevant analyses relating to project and program objectives 

• Provide resilience advisory services to cities and partners and undertake research, mapping exercises, and needs assessments with European cities and regions focused on climate change and a resilient recovery from COVID-19

• Design, organize and facilitate remote and in-person meetings, workshops, training, network events, dissemination, knowledge sharing and capacity building activities among cities and partners

• Work in partnership with the Global Director to provide core program management functions, including workflow management, donor reporting and partner coordination, monitoring and evaluation and ensure timely and on-budget delivery of work packages, related actions, and outputs to a high standard of quality and funder satisfaction

• Coordinate consortium communications and learning events and liaise with and build and maintain successful working relationships with a variety of stakeholders including key program and consortium partners, cities, and funders and lead outreach to drive our work forward

• Fulfill the role of technical lead for specified agreed work packages, manage discrete program components and make substantial contributions as a team member to other activities that contribute to the implementation of R-Cities’ global programs and program objectives

• Ensure the delivery of projects (or program components) to time and budget, and ensure efficient project management, administration and reporting procedures are in place, working closely with internal and external program support teams to manage budget and ensure donor compliance

• Work with cities to facilitate and support monitoring and evaluation of resilience projects to help capture outcomes and impact

• Develop and support the development of fundraising proposals for new programs and thematic priority objectives

• Promote program results and activities, create, and disseminate project results to share outcomes and lessons learned internally and externally and identify communication opportunities

• Prepare good practice case studies, presentations, technical reports, knowledge products, guidance materials, newsletters, and articles

• Advise and guide junior staff and interns as required

• Represent R-Cities effectively at external meetings and workshops, ensuring a high level of professionalism

Desired Qualifications and Experience

• Master’s or equivalent in Environmental Policy, Urban Planning, Sustainable Development, or related field

• Minimum of 7 years relevant experience in project management and coordination of European Commission funded grants and projects

• Excellent capacity to create strong stakeholder engagement and the ability to find common ground and compromises in complex work processes and in-depth and up-to-date knowledge of climate neutral cities and related topics

• Experience working with (municipal) governments in the region on climate adaptation and/or mitigation policy, resilience, and sustainability

• High degree of familiarity with the diverse European region and experience working in multicultural environments.

• Strong interpersonal skills and a passion to work with people across regions, levels, functions, and programs.

• Flexible individual who can work independently, under minimal direction and supervision with the ability to manage multiple priorities and work under pressure with tight deadlines. (Note that this role will require working diligently across time zones and may require after-hours for meetings with staff and partners in different time zones.)

• Full professional proficiency in oral and written English is strictly required. Fluency in one other European language preferably Dutch, French, or Greek is highly desirable.

• Excellent verbal and written communication skills, particularly creating and distilling presentations, and writing and editing reports.

• Willing and able to travel within Europe when restrictions are lifted.

Salary and Benefits:

Salary shall be commensurate with experience and skills. R-Cities offers salaries that are competitive in the non-profit / charity sector and a comprehensive benefits package.

Type of Contract: 2 year fixed term full-time contract, starting mid-September 2021

Location: This position is remote due to Covid-19, but you will be based in R-Cities’ Rotterdam office once restrictions have lifted. Please note that the candidate needs to have the legal right to work in the Netherlands or the EU and must be willing to live in the Netherlands. R-Cities operates worldwide. As part of our team, you are prepared to take on international assignments.
