Job description

WaterAid is seeking a consultant to support development of general technical specifications for civil and structural works for WASH projects

To ensure the quality of our programme work, WaterAid has identified a need to ensure that comprehensive, accurate and detailed contracts are consistently in place where we are constructing water or sanitation facilities. These contracts should include both General Terms and Conditions (template developed) and Technical specifications (not yet developed).

While technical specifications for projects are unique to the particular works being undertaken (i.e. water supply systems, institutional sanitation etc) and will include specific drawings and BoQs, there are also many common specifications for building works. Rather than re-writing these each time a contract is prepared, the aim of this work is to provide a common specification that country programme staff can refer to and copy clauses from into their contracts as appropriate to individual projects.

As such, WaterAid is looking for a consultant to develop a General Technical Specification for inclusion in contracts for construction projects funded by WaterAid. The specific works to be covered should be suggested by the Consultant and agreed with WaterAid, however a suggested list of topics is provided in the TOR document. It should be as succinct as possible, featuring critical aspects of civil and structural works, and will be adapted by country programmes teams for specific projects and contexts. Estimated length of specifications 35 – 50 pages.

The Consultant should:

  • Have considerable knowledge and experience in design and construction of water supply and sanitation infrastructure
  • Be a qualified civil/ structural engineer
  • Have considerable international experience and strong understanding of the various regions in which WaterAid works
  • Proven experience of producing clear guidance and technical documents
  • Excellent technical writing skills in English
  • Be available to start within 1 – 2 months

The consultancy is estimated to take 5 months (part-time), during Q2 & Q3 in 21/22 FY (total days to be confirmed).
