The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation’s capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.

This position is located in the Regulatory Review Division (RRD) of the Natural Resources Administration (NRA) in the Department of Energy and Environment (DOEE). RRD is responsible for multiple water resources construction permitting programs, including wells, stormwater management, erosion and sediment control, floodplain, Green Area Ratio, and wetlands. RRD is also responsible for related off-site mitigation programs, including wetlands and the Stormwater Retention Credit (SRC) Trading Program. RRD manages DOEE’s SRC Price Lock Program to scale up construction of runoff-reducing green infrastructure in priority areas that maximize benefits for District waterbodies. RRD also implements the District’s RiverSmart Rewards stormwater fee discount program, which provides a discount on stormwater impervious fees to property owners who have installed GI.


The individual selected for this position will provide support for DOEE’s ongoing implementation of the Stormwater Retention Credit Trading Program, RiverSmart Rewards program, and related programs. They will also contribute to efforts to develop and improve business processes within DOEE’s Surface and Groundwater System.   

The applicant should have professional and/or academic experience with environmental policy, urban stormwater pollution, green infrastructure technology, urban development and land use opportunities, environmental markets, and financial incentive program.  The applicant should have experience using database applications. The ideal applicant should have some experience working with designers and developers or understanding of their perspectives. The applicant should also have strong analytical and problem-solving skills, as well as the ability to communicate well, both orally and in writing.  


This position requires one (1) year of specialized experience equivalent to the CS-9 grade level in the District of Columbia government. 

Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Licenses and Certifications

A valid Driver’s License is required.

Duration of Appointment: This position is a Career Service 13-month Term Appointment. 

Collective Bargaining Unit: This position is covered under the collective bargaining unit represented by AFGE Local 2725 and you may be required to pay an agency service fee (dues) through direct payroll deduction.

Position Designation: None. This position requires a pre-employment criminal background check. 

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
