State Consultant- Climate Resilient WASH

Engagement of Consultant

  1. BACKGROUND / RATIONALE

Climate variabilities are observed every year with longer dry spells, more intense rain, heat waves in Bihar. Number of blocks which reported water stressed are increasing with rapidly decreasing water tables across many districts. These phenomena require WASH facilities like drinking water schemes and toilets to be climate resilient. State government has committed to work towards making state climate resilient and also working towards making WASH facilities climate resilient ensuring long term sustainability.

Government of Bihar launched ambitious mission for water conservation named Jal- Jeevan- Hariyali with allocation of INR 24,524 Crore with a separate mission structure for three years. This is an ambitious multi stakeholder mission aimed at addressing issues of water conservation, ground water recharge, afforestation, agro-reforms, and alternate energy promotion, and thereby making the State climate change resilient. UNICEF is committed to support effective roll out and implementation of the Jal-Jeevan-Hariyali Mission (JJHM). UNICEF is extending technical support to State Mission in identified areas of collaboration- SBCC, monitoring, & capacity building. It is also supporting the JJHM implementation in five aspirational districts based on mutual agreement with the State Mission.

Government of Bihar (GoB) is also implementing Swachh Bharat Mission Phase II with strong focus on solid and liquid waste management programming. Rural Development Department implements both JJHM and SBMG Phase II. Other national programmes including Jal Shakti Mission component of Jal Jeevan Mission are also led by the Department. UNICEF extends TA to the Department in these areas of programming as well.

  1. PURPOSE OF ASSIGNMENT

This is an ongoing technical assistance activity from last year and based on the government request during the last annual review meeting, the TA support has been continued. UNICEF agreed to continue to support the Jal-Jeevan- Hariyali Mission at state level and in districts for its implementation and monitoring. Along with this, the consultancy will also extend desired critical support to the ongoing SBM (G) Phase II/LSBA making necessary know how available to make WASH facilities climate resilient. With evolving Covid 19 pandemic situation, the desired TA shall be extended to the concerned departments to firm up their responses with respect to availability of safe and sustainable WASH facilities/services to the Covid 19 affected population of the State.

  1. PROGRAMME AREA AND SPECIFIC PROJECT AREA

Program Area: WASH

Flagship Result: Infants, young children, and caregivers especially the most vulnerable have equitable access to and use sustainable, safe, and affordable WASH services (including in Institutions) across the lifecycle.

Output: 3.a.a By 2022 Government and partners are able to plan and implement the delivery of equitable, COVID-19 sensitive, gender responsive, and quality hygiene and safe sanitation services at scale, for households in the most vulnerable and deprived communities.

Output : 3.b.a By 2022 the government and partners are able to plan and implement the delivery of equitable, COVID-19 sensitive, gender responsive and Climate resilient safe drinking water in selected settings targeting the most deprived families and households.

  1. OBJECTIVE/S

The objectives of this assignment are:
Support the JJH State Mission Secretariat in monitoring and capacity building of district and state level stakeholders.
Support the Mission in effectively reaching out to the implementing departments and provide policy guidelines in their areas of implementation.
Support in curation of best practices available within and outside states in identified areas of priority intervention.
Support development of COVID response strategy for rural areas.
Coordinate with various implementation departments, Government partners, and other stakeholders in organizing capacity building activities.
Coordinate with concerned departments, partners, and other stakeholders to enable and finalize WASH sector preparedness for emergency response plan at state and district level.
During emergencies, provide technical support to State and districts to assess damage and loss to WASH sector, particularly to prepare the recovery plan and to monitor and coordinate implementation of WASH response from Government and other stakeholders in mega camps and affected villages.
