Summary

The purpose of the USAID-funded Kenya KIWASH collaboration is to achieve sustainable water and sanitation services in Western Kenya through 1) County-wide approach to strengthening markets for sanitation and hygiene products and services and 2) Ensuring county-wide sustainable drinking water services to households, including effective management of water resources. Target counties for this activity are: Bungoma, Busia, Homa Bay, Kakamega, Kisii, Kisumu, Migori, and Siaya. 

Labor Workforce Advisor for the anticipated KIWASH project. The Labor Workforce Advisor will be an integral part of the Program Partnership and Sustainability (PPS) Team, which will support county governments and public entities such as TVETs and academia. In this role, the Labor Workforce Advisor will be responsible for developing and implementing a strategy for capacity building in entrepreneurship, job readiness, job skills, labor rights, and other work force development topics, particularly focused on water and sanitation services. This position will be based in Kisumu, Western Kenya and report to the Program Partnership and Sustainability Director.  

Responsibilities of the Labor Workforce Advisor include, but are not limited to: 

  • Outreach to county government and public entities in Kisumu, Western Kenya, primarily, to develop partnerships with the goal of creating capacity building opportunities for staff in water and sanitation services.
  • Establish and maintain relationships with county governments, public entities, and academic institutions.
  • Participate in the development of workforce development training curriculum and advance the integration of WASH-related training programs with TVETs and universities.
  • Promote entrepreneurship and employment opportunities.
  • Coordinate with technical secondary institutions to maximize opportunities for partnerships and private sector collaboration.
  • Develop strategy to assist organizations in identifying career opportunities, on-the-job-training opportunities, and post-secondary options with water and sanitation service.
  • Provide routine status reports to the Program Partnership and Sustainability Director on progress
  • Prepare and submit weekly and monthly reports and required documentation demonstrating progress of weekly and monthly goals.
  • Assist with the collection of verification of employment and other required documentation required to meet M&E performance measurements and/or indicators.
  • Provide required documentation for approval of supportive services for client transportation, employment, and training needs.
  • Network with local community agencies to support youth participant recruitment and other developmental needs.
  • Attend and actively participate in team, agency, appropriate trainings, and other required meetings identified by Supervisor.

Qualifications: 

  • Bachelor’s Degree and 5 years of experience, or Master’s degree and 3 years of experience required.
  • Five (5) years of experience in capacity development required.
  • Experience in workforce training programs, curriculum development, and understanding of Linked Learning to excite and expand professionalization of WASH-sector jobs and careers.
  • Experience in private sector partnerships, entrepreneurships, workforce development.
  • Experience working on international donor-funded projects preferred.
  • Experience in in water and sanitation desirable.
  • Experience working with local governments, public entities, and/or academia, and other stakeholders in strengthening civil society engagement, capacity, and participation. 
  • Proven ability to work under pressure, and with multiple concurrent demands. 
  • Excellent communication and interpersonal skills. 
  • Ability to travel and work in any of the three provinces and difficult terrain/conditions at times. 
  • Proficiency in English is required.
