Natural Resources Specialist Senior (Water Conservation Manager (NatureScape Irrigation Service))
- REQUIREMENTS AND PREFERENCES
The Broward County Board of County Commissioners is seeking qualified candidates for the position of Natural Resources Specialist, Senior (NatureScape Irrigation Service). The successful candidate will be responsible for coordinating the operations of the Broward NatureScape Irrigation Service to achieve measured water savings in support of regional water conservation goals and water utility permit requirements.

This is an advanced professional and supervisory position responsible for coordinating all aspects of the Broward NatureScape Irrigation Service (USDA recognized Mobile Irrigation Lab). This position is responsible for coordinating with 20 municipal and water utility partners in performing irrigation system evaluations and providing recommendations for improved efficiencies in municipal, residential, and commercial landscapes. The successful candidate will have extensive experience in efficient irrigation system design and operations, and conservation/landscape best management practices, as well as with project and contract management. The position also requires excellent communication skills, both orally and in writing, experience with PowerPoint, and strong presentation skills. Candidates should be highly motivated and creative, enjoy working as a team, and have superior organizational skills. Responsibilities include partner-agency communications, contracts and grants management, budgeting and invoicing, and extensive reporting. The professional is also responsible for staff supervision, oversight of office and field operations, ensuring data quality and control and strict compliance with annual contract deliverables. Other tasks include organization of workshops and training, presentations and public speaking, and support for outreach events. Work is reviewed through regular meetings, reports and assignments.
Minimum Education and Experience Requirements:
Requires a Bachelor's degree from an accredited college or university with major coursework in environmental science, biology, ecology, natural resources management or closely related field.
Requires two (2) years in natural resource protection appropriate to area of assignment including one (1) year of lead work/supervisory experience.
Special Certifications and Licenses Required:
Must possess and maintain a valid Florida Class E driver's license for duration of appointment. (Depending upon area of assignment)
Preferred candidates will be certified as an irrigation/landscape professional/specialist. Also desired is certification as an Florida Water Star Accredited Professional, FYN Master Gardner or NWF Habitat Steward. Preferred candidates will have five (5) years experience related to natural resources protection work relevant to the position or closely related experience including two (2) years of lead work/supervisory experience.
- DUTIES AND RESPONSIBILITIES
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Provides supervision, scheduling, training, and directs subordinates in the NatureScape Irrigation Service program implementation; participates in policy making decisions at middle and upper management levels.
Coordinates field evaluations of landscapes and irrigation systems and makes recommendations with respect to industry best management practices; evaluates project proposals for consistency with federal, state and local environmental laws and regulations pertaining to irrigation water use efficiency.
Defines technical specifications for the materials and equipment used in the irrigation evaluations and coordinated eventual distribution of devices among partners.
Manages grant and contract performance to ensure that terms of inter-local, interagency, and other contractual agreements are met, including timelines, reporting, partner communication, budgeting and invoicing.
Provides outreach and responds to inquiries from public and government staff; supervises investigations of complaints involving non-compliance with environmental rules, issues notices of violation, and prepares correspondence dealing with enforcement of environmental rules and ordinances pertaining to irrigation efficiency.
Supervises and participates in the research, development, analysis and review of environmental technical and scientific studies and designs pertaining to irrigation efficiency, prepared by professional consultants and academia; tracks the progress of irrigation evaluations and resulting water conservation efforts; prepares recommendations for the consideration of senior administrators and committees.
Develops manuals, guidelines and procedures for implementing the Nature Scape Irrigation Service and improving irrigation water use efficiency; assists in writing, amending, and updating County environmental rules and regulations pertaining to irrigation efficiency.
Prepares grant request proposals; prepares technical and statistical reports relative to irrigation systems evaluations to program partners and interested parties; organizes workshops and trainings on irrigation system efficiency, landscape best management practices and water conservation.
Makes presentations to schools, civic groups, chambers of commerce, and other business and civic associations to publicize the County's environmental programs and ordinances; prepares informational and educational materials and programs relating to irrigation efficiency.
Provides staff supervision, oversight of office and field operations. Directs and coordinates the training and instruction of subordinates in the gathering, evaluation, interpretation and reporting of irrigation system evaluation data, landscape best management practices and water conservation results; enters and tracks vacation/sick schedule for subordinates and keeps track of vacation/holiday/sick schedule on daily basis. Prepares performance reviews for subordinates.
Coordinates the implementation of the NatureScape Irrigation Service with partner municipalities and other County municipalities and agencies, and performs related work as assigned.
