Organizational Setting
The Sub-regional office for Mesoamerica (SLM) delivers FAO assistance to nine countries in the sub-region, where four of them present the highest level of prevalence of undernourishment in Latin America and the Caribbean. In these countries, a rigorous and continued support is fundamental to help them increase their institutional capacities for public policy design, implementation and monitoring.
The consultancy´s duty station is Panama City, where FAO´s Sub-regional office for Mesoamerica is located. For this position, however, international missions are considered. Interested consultants are invited to submit their applications for the duties and responsibilities described below.
Global Call Purpose
The purpose of the Global Call is to attract global talent for “Consultant” and “Personal Services” assignments as they become available. The Global Call will create a roster of applicants that will be used to identify candidates for these assignments.

Reporting Lines
The incumbent reports to a Team Leader of the assignment.
Tasks and responsibilities
  • Support the design and implementation of policies, regulatory frameworks and institutional arrangements supportive of inclusive, equitable, effective, and efficient systems
  • Promote the regular use of knowledge, information and early warning for evidence-based decision making and monitoring
  • Support governments in establishment of enabling environments, including the development of conducive and effective policies, strategies and investment plans, programmes, governance and coordination mechanisms in a cross-sectoral, integrated and participatory way. (only for Consultants)
  • Provide technical support to ongoing operational emergency and recovery projects and programmes and related capacity development in country, regional and sub-regional offices
  • Undertake FAO emergency needs assessment activities and missions
  • Support the overall implementation of Disaster Risk Reduction strategy and activities and promote DRR mainstreaming within FAO led programmes and projects
  • Enhance country public and private sector capacities and investments to design, implement and evaluate policies, strategies and programmes, including through international and regional instruments
  • Enable producers and vulnerable groups to become agents of change and innovators and to achieve sustainable increases in production and productivity;
  • Empower the rural poor and their organizations, and particularly youth, women and vulnerable groups, to access productive resources, services, markets, productive employment and decent work opportunities, social protection systems
  • Formulate and build capacities to implement regional and international standards, agreements and voluntary guidelines and legal, policy and institutional systems and frameworks
  • Provide technical backstopping to field projects in technical area of expertise
  • Provide programmatic and strategy support for emergency and resilience programmes and strengthens country preparedness and response at all levels
  • Perform any other related duties as required 
Minimum Requirements
  • For Consultants: Advanced university degree (Master or its equivalent) in agriculture, plant science, animal science, veterinary science, fishery economics, forestry, agribusiness, food engineering, food technology, economics, agricultural economics, environment, hydrology, land and water resources development, land use management, natural resources management and any area related to the work of the Organization 
  • For PSA: University Degree in the above areas
  • For Consultants/PSA level C: one to five years of relevant experience in one of the technical areas listed above
  • For Consultants/PSA level B: at least  five years of relevant experience in one of the technical areas listed above
  • For Consultants/PSA level A: at least  twelve/fifteen years of relevant experience in one of the technical areas listed above
  • For Consultants: Depending on the country of assignment, working knowledge (Level C) of English, French or Arabic and limited knowledge (Level B) of another UN language (for consultants two languages are required)
  • For PSA: Depending on the country of assignment, Working knowledge (Level C) of English, French or Arabic (for PSA only one language is required)

  • Work experience in more than one location or area of work, particularly in the nine countries in the sub-region, is desirable
  • Extent and relevance of knowledge and field experience in a technical area of assignment listed above
  • Extent and relevance of experience in providing policy advice at local, national, or regional levels
  • Extent and relevance of knowledge in the implementation of international instruments related to pertinent field of expertise
  • Extent and relevance of experience in project/programme formulation, implementation and monitoring in the pertinent field of expertise
  • Extent and relevance of knowledge and understanding of the work of international organizations, regional entities and national governments
  • Demonstrated ability to support resource mobilization efforts
  • Demonstrated ability to organize and conduct technical meetings, conferences and workshops when applicable
