Consultancy to develop Monitoring & Evaluation Framework for National Water Sector Policy

The Jamaica Country offices for United Nations Development Programme (UNDP), Food and Agricultural Organization (FAO), United Nations Environment, Pan American Health Organization (PAHO/WHO) submitted a joint concept to the UN Human Security Trust Fund (UNHSTF) to support a Human Resilience Programme in Northern Clarendon & West Kingston.  The proposed programme will be the first human security project in Jamaica implemented by multiple UN Agencies in partnership with a diversity of national and local stakeholders. The programme will contribute to enhanced resilience and human security of communities in Northern Clarendon and West Kingston through three key objectives:

  1. Strengthening of community organizational capacity and cohesion
  2. Enhancing economic, food and nutrition security and
  3. Improving environmental health and water security at the community, local and national levels.

One of the components of the Human Resilience Programme in Northern Clarendon & West Kingston is supporting Jamaica’s National Water Sector Policy (NSWP). The National Water Sector Policy, 2018 provides an update of the 2004 Water Sector Policy and anchors the Policy within the Vision 2030 National Development Plan for Water. The aim of the Policy is to increase access to water to 100% by 2030, while the goal is to ensure that Jamaica’s water resources are effectively managed so as to provide for our nation’s social, economic, and environmental well-being, now and in the future.

The objective of this consultancy is to develop a comprehensive Monitoring and Evaluation Framework to be used for assessing and understanding the progress of the implementation of the National Water Sector Policy.
