POSITION Description

Position Title: Environmental Impact Assessment Specialist Consultant

LOCATION: Consultant’s home office

LOE: part-time 1-month total, over the course of the two-year project

GROUP: Ecosystem Services

Position Summary:

Winrock International is recruiting an Environmental Impact Assessment (EIA) Specialist for a project on developing a national Reduced Emissions on Deforestation and forest Degradation (REDD+) Strategy and the Strategic Environment and Social Assessment (SESA) and Environment and Social Management Framework (ESMF) for Guyana.

The project will provide key support to the Government of Guyana in establishing a National REDD+ Strategy, including strategy development, stakeholder consultation, and SESA/ESMF components.

ESSENTIAL Responsibilities:

The incumbent will provide insight, direction, and planning advice to the REDD+ Strategy Development Team on the requirements of an EIA, and will conduct a retrospective analysis of the effects (in terms of deforestation, degradation and associated GHG emissions) of any regulatory and administrative changes that took place in Guyana over the past 12 years and may have affected the conservation status of the forests. She/he will function with a high degree of adaptability, independence and latitude, exercise judgment, and manage his/her activities to produce high quality deliverables on time.

Qualifications and Background: Should follow job ladder requirements

Education:

Completion of a Master’s Degree in any of a wide range of disciplines including international development, biology, law, geography, forestry, agronomy, social sciences, economics, or project management.

Experience:

Minimum ten years of progressively responsible, professional-level experience in carrying out Environmental Impact Assessments or similar.

Skills/Knowledge:

The incumbent will offer expertise in Environmental Impact Assessment and have experience successfully working with governmental bodies in developing countries as well as the natural resource management NGO sector. Familiarity with REDD+ Strategy/program development and SESA/ESMF development are preferred.

Required skills and abilities should include:

  • Proven knowledge of development of EIAs in developing countries

  • Ability to plan, implement and monitor project activities by applying management skills

  • Ability to communicate and work effectively with a wide range of counterparts representing different education levels and skill sets

  • Ability to negotiate sensitive and complex issues through initiative, imagination, resourcefulness, and diplomacy

  • Ability to organize, analyze, interpret, and utilize studies and program performance data

  • Experience preparing written reports and statistical tables using standard computer programs in the Microsoft Office Suite (i.e., Word, Excel, Powerpoint)

Preferred skills and abilities should include:

  • Experience working in Guyana

  • Experience working on REDD+ Strategy development

  • Experience developing SESA/ESMF

  • Experience working on World Bank-funded projects
